Growing Generations Daycare - Site Plan <br />Frenchman Place 3rd Addition <br />Page 4 <br />Signage <br />The applicant is proposing signage at the main entrance of the building (north) and the back side <br />of the building (south). The signage proposed generally meets the ordinance standards in regards <br />to placement, type, and size. A monument sign has also been proposed located on the northwest <br />corner of the property. No specifications have been shown for the proposed monument sign. A <br />sign permit, reviewed and approved by the City, shall be issued for each sign on the building and <br />the monument sign prior to installation. A condition has been added that the monument sign <br />shall use the same building material as the building and shall meet City code. <br />Parking <br />The City ordinance does not have specific parking standards for a daycare facility. This facility <br />would fall under the requirements needed for a retail space, which requires eight parking spaces <br />plus one space per 200 square feet of retail space. The total number of parking spaces required <br />for this daycare facility is 54 stalls. The plans show 54 parking spaces adjacent to the main <br />building entry, on the north side of the site. This complies with ordinance requirements. <br />The proposed parking lot, as drawn in the plans, shows it constructed over an existing wetland. <br />The applicant has submitted an application to the Technical Evaluation Panel (TEP), which if <br />approved, would allow the applicant to fill the wetland due to excess mitigation credits produced <br />in past projects within Frenchman Place. Staff has been working with the applicant and <br />engineers on this process and believes this proposal will be approved. Staff added a condition <br />that the applicant must have approval of the TEP prior to the issuance of a building permit. <br />Setbacks <br />The proposed building complies with the 30 foot perimeter structure setback from the exterior lot <br />lines and the 5 foot parking setback from all lot lines. <br />Landscaping <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The landscape plan includes the planting of 18 overstory deciduous trees, 6 <br />coniferous trees, 14 ornamental trees and 38 shrubs. Staff believes the landscaping plan is good <br />and the proposed landscaping exceeds ordinance requirements. <br />Drainage/Grading <br />Stormwater management for the proposed development was planned as part of the Frenchman <br />Place development plan. Staff is working with the applicant on a few technical issues and <br />anticipate approval of the plan based on our recommendation. <br />
