Neighborhood Request for Improvements <br />At their meeting of July 10, 2013, the Parks Commission heard a proposal from the Fable <br />Hill HOA for improvements to be made to the park. The HOA representatives presented <br />a request for a shelter and playground to be built at the park. The Parks Commission had <br />additional discussion at future meetings and included Fable Hill Park Improvements in <br />the amount of $70,000 in their Capital Improvement Plan. <br />Picnic Shelter and Landscaping <br />At the meeting of May 13, 2015, the Parks Commission reviewed a park dedication <br />proposal for Fable Hill Fourth Addition. With the first phase of 26 lots, Len Pratt <br />proposed installing irrigation, finishing the landscaping with trees, plants, and grass, and <br />putting in a park shelter. With future phases of the fourth addition (after Final Plats are <br />submitted and approved) park dedication fees will be paid. The proposals were approved <br />with the Fable Hill Fourth Addition PUD Amendment and Preliminary Plat by the City <br />Council at their meeting of June 1, 2015. The landscaping, irrigation, and picnic shelter <br />have been constructed. <br />3. CAPITAL IMPROVEMENT PLAN: <br />The Parks Commission discussed the $20,000 donation proposal from the Fable Hill <br />Homeowners Association at their December 16, 2015 and January 13, 2016 meetings <br />during their capital improvement planning. The Parks Commission agreed that it was <br />advantageous to leverage the HOA contribution and change their Capital Improvement <br />Plan (CIP). In previous years, "Fable Hill Park Improvements" was on the CIP for 2018. <br />The Parks Commission included $50,000 for a neighborhood playground in 2016 on their <br />current CIP. <br />5. AGREEMENT: <br />A Memorandum of Understanding was drafted with the Fable Hill Homeowners <br />Association to accept the $20,000 donation. It requires that the City of Hugo construct <br />the playground in 2016. <br />6. PARK NAME: <br />Len Pratt has proposed that the new park be named "McCollar" after the former property <br />owner, Maurice McCollar. At their meeting of October 14, 2016, the Parks Commission <br />discussed the proposal and agreed to seek input from the residents of the neighborhood. <br />Naming the park after McCollar is not in keeping with the Park Naming Policy. <br />-2- <br />Fable Hill Park <br />March 7, 2016 <br />
