EXECUTIVE SUMMARY <br />The 147th Street and Oneka Lake Boulevard Street Improvement Project consists of roadway <br />improvements on 147th Street and Oneka Lake Boulevard from Foxhill Avenue North to <br />Goodview Avenue North. A map illustrating the project location is shown on Figure IA in <br />Appendix A. <br />Improvements throughout the project include roadway reconstruction, installation of curb and <br />gutter, and sidewalk/trail construction. Storm sewer improvements will be made to convey runoff <br />from the new concrete curb installations and stormwater treatment improvements will be <br />completed to meet watershed requirements. This will consist of stormwater credits from regional <br />projects to the extent possible, along with existing stormwater management facilities and new <br />facilities to be constructed with the project. <br />Additional considerations were given to the location of the trail, and speed reduction along the <br />roadway. The trail is proposed to be located on the north side of 147th Street and Oneka Lake <br />Boulevard; this will minimize the impacts to mailboxes, trees, and roadside utilities. There are <br />multiple options related to the width of the roadway included in this report. A 32 -foot -wide <br />roadway with parking on one side is typical for a City collector roadway; however, a 28 -foot - <br />wide roadway is an option that will support lower traffic speeds and minimize property impacts. <br />Parking will not be allowed in the case of a 28 -foot -wide roadway. <br />There will be a need for permanent and/or temporary easements at some locations within the <br />project limits. The extent of these easements, and the type of easement required, will be <br />determined in the final design phase of the project. <br />The cost of the street project is estimated at $1,388,000 — $1,449,000, depending on the roadway <br />width option selected. This includes a 10% contingency and 25% indirect cost. Funding for the <br />project will consist of special assessments, City Street CIP Funds, and State Aid funds. <br />The proposed project schedule includes construction beginning July 2016, with final completion <br />by the fall of 2016. <br />This project is feasible, necessary, and cost-effective from an engineering standpoint and should <br />be constructed as proposed herein. <br />Feasibility Report <br />147'h Street and Oneka Lake Boulevard Street Improvement Project <br />City of Hugo, MN <br />WSB Project No. 1904-870 <br />Page 1 <br />
