3. EXISTING CONDITIONS <br />3.1 Roadway <br />147th Street and Oneka Lake Boulevard vary in street and right-of-way widths. The current <br />roadway traffic count varies from 3,750 vehicles per day at 147th Street North and Highway 61 <br />and 400 vehicles per day at Oneka Lake Boulevard North and Harrow Avenue North. The <br />surfaces are rated as fair to poor. Specific pavement conditions include distress such as <br />transverse and longitudinal cracking, pavement rutting, and a fallen cross slope. <br />3.2 Drainage <br />Limited storm sewer facilities exist within the proposed project area. Generally, runoff sheet <br />flows directly into adjacent properties and ditches. Runoff is then collected by the existing ditch <br />system and discharged into the surrounding wetlands and storm water retention ponds. To the <br />east of the proposed project area, existing storm sewer collects and discharges runoff into Egg <br />Lake. In addition, developments adjacent to the project area have stormwater treatment ponds <br />with culverts that cross under 147th Avenue from the north and discharge into the wetlands south <br />of the project area. <br />A wetland delineation was completed within the project area in June 2015. Wetlands are located <br />adjacent to the project area on the south side of the roadway east of Geneva Avenue. <br />3.3 Private Utilities <br />Private utilities that have facilities in or near the project area will be notified during the final <br />design phase of the project and will be requested to coordinate any necessary repairs and <br />replacements as needed at their cost.
