4. PROPOSED IMPROVEMENTS <br />4.1 Roadway <br />The proposed roadway improvements include the reconstruction of the existing bituminous <br />pavement and aggregate base, minor subgrade corrections only as needed, and installation of <br />concrete curb and gutter. A typical roadway section is included in Figure 2A and Figure 2B in <br />Appendix A. There are multiple options included for the width of the roadway, which will be <br />described later in this report. The pavement section will be verified during final design once soil <br />testing information is available. <br />The streets will be constructed to meet State -Aid Standards. All existing street signs within the <br />project will be replaced with new street signs that meet the Federal Highway Administration's <br />(FHWA) requirements for retro -reflectivity. <br />4.2 Drainage Improvements <br />Reconstruction of the streets provides the opportunity to improve drainage within the project <br />area through the installation of additional storm sewer facilities. Storm sewer improvements are <br />proposed to convey runoff from the roadway. Existing manholes, manhole castings, and catch <br />basin castings will be repaired/replaced to meet current City standards. <br />Stormwater treatment considerations will be included in the project in order to meet the <br />watershed requirements. The project completed near Egg Lake in 2009 was designed with <br />capacity to accommodate a portion of 147th Street. The westerly portion of the project will utilize <br />this remaining capacity to the greatest extent possible. The preferred methods to meet the <br />stormwater quality requirements in the remaining project areas will be to utilize regional <br />stormwater credits to the extent possible, as well as onsite treatment if practical and necessary. <br />The project design will include efforts to avoid or minimize wetland impacts. If wetland impacts <br />occur, they will be replaced based on requirements of the TEP. Mitigation will likely be provided <br />through either the Board of Water and Soil Resources Road Replacement Program or purchase of <br />wetland credits from a private wetland bank. <br />4.3 Water Main <br />There are no proposed improvements to the water distribution system. Water main valves and <br />hydrants will be replaced or relocated as needed to facilitate the reconstruction of the roadway. <br />4.4 Sanitary Sewer <br />There are no proposed improvements to the sanitary sewer system.
