4.5 Right-of-Way/Easements <br />In general, roadway improvements can be completed within the existing roadway footprint <br />between Foxhill Road and Geneva Avenue (south side of Oneka Lake Boulevard), as well as the <br />existing right-of-way. <br />There will be a need for permanent or temporary easements at some locations within the project <br />limits. The extent of these easements, and the type of easement required, will be determined in <br />the final design phase of the project. <br />4.6 Permits/Approvals <br />The anticipated permits and approvals required and the respective regulatory agencies are listed <br />below: <br />■ City of Hugo............................................................. RCWD Permit/Wetlands <br />■ NIN Pollution Control Agency NPDES ............................ Erosion/Stormwater <br />4.7 Additional Considerations <br />The City's Comprehensive Trail Plan includes the extension of a trail within the project area. <br />There is an existing trail along the north side of Oneka Lake Boulevard between Geneva Avenue <br />North and Greene Avenue North, as well as several other connection opportunities as shown in <br />Figure IB. The trail is proposed to be located on the north side of 1471 Street/Oneka Lake <br />Boulevard, to minimize impacts to mailboxes, trees, driveways, wetlands, and private utilities. <br />Traffic speed was an issue raised by the neighborhood. Typical speed reduction measures the <br />City has found effective include: <br />■ Increased enforcement <br />■ Narrowed roadway width/intersections <br />■ Driver feedback signage <br />Law enforcement was in the neighborhood on several occasions over the past two months, and <br />issued a number of citations and warnings. Their data shows that traffic speeds are an issue. <br />Additional attention related to enforcement is recommended. Another option for consideration <br />includes narrowing the width of the roadway. The options for consideration are summarized as <br />follows: <br />■ Option A: The roadway width is 32 feet, with a 5 -foot boulevard and an 8 -foot <br />bituminous trail. This is typical of a collector roadway in the City. This option will allow <br />parking on one side of the road, and will result in impacts to adjacent properties including <br />trees and fences. The width of the road is such that we would not expect a significant <br />reduction in traffic speeds with this option. <br />■ Option B: The roadway width is 28 feet, with a 5 -foot boulevard and an 8 -foot <br />bituminous trail.
