Growing Generations Daycare —Site Plan and Final Plat <br />Frenchman Place 3rd Addition <br />Page 5 <br />plan requirements. City staff recommends City Council's approval of the Growing Generations <br />replacement plan and sequencing application. <br />Setbacks <br />The proposed building complies with the 30 foot perimeter structure setback from the exterior lot <br />lines and the 5 foot parking setback from all lot lines. <br />Landscaping <br />Section 90-181 of the Zoning Ordinance provides landscaping requirements for commercial <br />development. The landscape plan includes the planting of 18 overstory deciduous trees, 6 <br />coniferous trees, 14 ornamental trees and 38 shrubs. Staff believes the landscaping plan is good <br />and the proposed landscaping exceeds ordinance requirements. <br />Drainage/Grading <br />Stormwater management for the proposed development was planned as part of the Frenchman <br />Place development plan. Staff is working with the applicant on a few technical issues and <br />anticipate approval of the plan based on our recommendation. <br />Utilities <br />Sanitary sewer service is available for the proposed building from an existing 8 inch service stub <br />located north of the property. The depth and size of this stub is adequate to service the building. <br />An existing 8 inch water service is also available at this location. Additional hydrants have been <br />added to the site to accommodate the proposed building. These hydrants locations have been <br />reviewed and approved by the Fire Marshal. <br />Streets <br />A private drive connecting CSAH 8 to the Victor Gardens North Village private drive was <br />constructed as part of Frenchman Place 2nd Addition and from that an access easement was <br />created over the road for maintenance purposes. This private road will be the primary access to <br />this site, as the driveway into the site is located to the on the north side of the property. <br />The applicant must be added to the Frenchman Place Road Owners Association, Inc. to share <br />responsibility of maintenance along the private road, as intended in the Frenchman Place Road <br />Declaration of Covenants and Easements document. Staff recommends the applicant to submit <br />documentation for City review and approval and then record the document at Washington <br />County. Staff has included this as a condition of approval. <br />
