Hugo City Council Meeting Minutes for March 7, 2016 <br />Page 7 of 11 <br />Approve Resignation of Kevin Kriegshauser as Training Lieutenant of the Fire Department <br />Firefighter Kevin Kriegshauser has resigned his position as Training Lieutenant of the Hugo Fire <br />Department and is requesting to remain as a regular firefighter. Adoption of the Consent Agenda <br />approved the resignation of Kevin Kriegshauser as the Training Lieutenant and appointment as a <br />regular firefighter on the Department effective immediately. <br />Approve Appointment of Ranell Tennyson to the YMCA Board of Directors <br />At its April 20, 2015 meeting, Council appointed Parks Commissioner Cinde Morris as the <br />representative from the City of Hugo to be on the YMCA Board of Directors. In addition, the <br />City pays the YMCA the requested contribution of $1, 500 for membership on the Board. The <br />Council accepted the resignation of Cinde Morris on November 5, 2015, leaving a vacancy on <br />the YMCA Board. <br />Haas suggested Ranell provide an update to Council on the construction progress and <br />information on how to become a member of the YMCA. <br />Haas made motion, Miron seconded, to approve the appointment of Ranell Tennyson to serve on <br />the YMCA Board of Directors. <br />All Ayes. Motion carried. <br />Public Hearing Oneka Lake Blvd/147th Street Improvement Project <br />At its December 21, 2015 meeting, the Council approved a resolution receiving the feasibility <br />report and calling for a public hearing on the proposed Oneka Lake Boulevard and 147th Street <br />Improvement Project, which was scheduled for this evening. The public hearing provides an <br />opportunity for those affected by the proposed improvements to be heard. <br />City Engineer Jay Kennedy provided background beginning with a neighborhood meeting that <br />was held on December 14, 2015. He showed photos of the existing roadway and what it would <br />look like with the proposed improvements. The project would involve the removal of pavement, <br />installation of new curb, gutter and asphalt pavement. There will also be minor utility and <br />drainage repairs as needed. Jay talked about the sidewalk and trail, which is planned to be <br />completed from TH61 to Geneva on the north side of the road. He also explained that it is being <br />proposed as a collector road, which includes a 32 foot wide roadway, five foot boulevard, and an <br />eight foot trail, resulting in widening of the road in most of the corridor. There will be impacts <br />to some trees, fences, and expansion to paved areas. It may also require additional right-of-way <br />and parking restrictions may be imposed due to City State Aid Rules, which allows for parking <br />only on one side of street for a 32' wide roads. Jay talked about the concerns heard from <br />residents at the December 14, 2015 meeting regarding speed of traffic. Patrol had been <br />increased, and several citations were issued. Speed checks on 200 vehicles showed 85% were <br />speeding. An alternate design could be a 28 foot wide road, which is city standard for non - <br />collector street. The pros on that would be reduced property impacts, lower traffic speeds <br />(maybe), and slightly lower cost. The cons were that no parking would be allowed on either side <br />of the street. Use of State aid funds will not allow it. The total cost of the project will be <br />
