BACKGROUND MEMO FOR THE CITY COUNCIL MEETING ON MARCH 21, 2016 <br />D.1 Approval of Minutes for the March 7, 2016 City Council Meeting <br />D.2 Approval of Minutes for the March 12, 2016 Pancake Breakfast <br />Staff recommends Council approve the above minutes as presented. <br />G.1 Approval of Claims <br />Staff recommends Council approve the Claims Roster as presented. <br />G.2 Approve Annual Performance Review for Finance Director Ron Otkin <br />Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 27 years, Ron <br />has conducted duties related to the City's Finance Department which includes the annual <br />preparation of the City's budget as well as financing of public improvement projects and <br />accounts payable and accounts receivable. City Administrator, Bryan Bear, recommends Council <br />approve the annual performance review for Finance Director Ron Otkin. <br />G.3 Approve Special Event Permit for Blacksmith Lounge <br />The Blacksmith Lounge has applied for a Special Event Permit for events to be held during <br />2016. There is a total of 13 events hosted on their property between April and October of 2016. <br />Events include seven auctions, five car shows, and one swap meet. These events have been <br />occurring for several years including the largest event, the Northern Lights Car Show, for 28 <br />years. All of the events are to be outdoors. City Council approval is required because they will be <br />serving alcohol, over 250 people are expected during some events, and an amplified speaker <br />system will be used. Staff recommends Council approve the Special Event Permit for the <br />Blacksmith Lounge. <br />GA Approve Pay Request No. 4 to Pember Companies for 1291h Street Bridge Proiect <br />Pember Companies has submitted pay request No. 4 for the 129th Street Bridge Improvement <br />Project in the amount of $37,720.59. Steve Duff, Senior Engineering Technician, has reviewed <br />the pay request and recommends approval. <br />G.5 Approve MOA for Field Maintenance with White Bear Lake Area Schools <br />The City of Hugo and White Bear Lake Area Schools (WBLAS) partner in maintenance and use <br />of the ball fields at Diamond Point Park and Lions Park. A memorandum of agreement has been <br />drafted by WBLAS to solidify the partnership that has developed. The City of Hugo maintains <br />the grass and surrounding park areas, while WBLAS drags and paints the infield. WBLAS also <br />manages the day-to-day field schedules, in keeping with the City of Hugo's priority list. Field <br />schedules include WBLAS recreation programs, such as Little Sluggers, baseball association <br />games, and special events such as a church clinic. Staff recommends approval of the <br />Memorandum of Agreement for Field Maintenance with White Bear Lake Area Schools. <br />
