Hugo City Council Meeting Minutes for March 21, 2016 <br />Page 2 of 5 <br />Approval of Claims <br />Adoption of the Consent Agenda approved the Claims Roster as presented. <br />Approve Annual Performance Review for Finance Director Ron Otkin <br />Ron Otkin was hired as the City's Finance Director on April 3, 1989. For the past 27 years, Ron <br />has conducted duties related to the City's Finance Department which includes the annual <br />preparation of the City's budget as well as financing of public improvement projects and <br />accounts payable and accounts receivable. Adoption of the Consent Agenda approved the annual <br />performance review for Finance Director Ron Otkin. <br />Approve Special Event Permit for Blacksmith Lounge <br />The Blacksmith Lounge had applied for a Special Event Permit for events to be held during <br />2016. There is a total of 13 events hosted on their property between April and October. Events <br />include seven auctions, five car shows, and one swap meet. These events have been occurring <br />for several years including the largest event, the Northern Lights Car Show, for 28 years. All of <br />the events are to be outdoors. City Council approval is required because they will be serving <br />alcohol, over 250 people are expected during some events, and an amplified speaker system will <br />be used. Adoption of the Consent Agenda approved the Special Event Permit for the Blacksmith <br />Lounge. <br />Approve Pay Request No. 4 to Pember Companies for 129" Street Bridge Project <br />Pember Companies had submitted pay request No. 4 for the 1291h Street Bridge Improvement <br />Project in the amount of $37,720.59. Senior Engineering Technician Steve Duff had reviewed <br />the pay request and recommended approval. Adoption of the Consent Agenda approved Pay <br />Request No. 4 to Pember Companies. <br />Approve MOA for Field Maintenance with White Bear Lake Area Schools <br />The City of Hugo and White Bear Lake Area Schools (WBLAS) partner in maintenance and use <br />of the ball fields at Diamond Point Park and Lions Park. A memorandum of agreement has been <br />drafted by WBLAS to solidify the partnership that has developed. The City of Hugo maintains <br />the grass and surrounding park areas, while WBLAS drags and paints the infield. WBLAS also <br />manages the day-to-day field schedules in keeping with the City of Hugo's priority list. Field <br />schedules include WBLAS recreation programs, such as Little Sluggers, baseball association <br />games, and special events such as a church clinic. Adoption of the Consent Agenda approved <br />the Memorandum of Agreement for Field Maintenance with White Bear Lake Area Schools. <br />Approve Hiring of Five Public Works Seasonal Employees <br />Each year, the Public Works Department hires seasonal employees to attend to a variety of duties <br />as needed by Public Works. Adoption of the Consent Agenda approved the hiring of Steven <br />Thompson, Neal Nelson, Kraig Petee, Shannon Nelson, and Richard Menne as seasonal <br />employees to fill the Public Works Department summer staffing needs for 2016. <br />
