Hugo City Council Meeting Minutes for March 21, 2016 <br />Page 3 of 5 <br />Moment of Silence for Ted Bearth <br />Mayor Weidt called for a moment of silence for Washington County Board Chair and former <br />Oakdale Mayor Ted Bearth, who passed away on March 10, 2016. Haas stated that Ted was also <br />the County Board representative for the Yellow Ribbon Network. The Council expressed <br />sympathy to his family, the Washington County Board and staff, and all who knew him. <br />Public Hearing Storm Water Pollution Prevention Program (SWPPP) <br />At the March 7, 2016 meeting, Council tabled the public hearing on the SWPP due to the lack of <br />time. As part of the City's MS4 permit Senior Engineering Technician, Steve Duff, presented <br />the City's current SWPPP. He explained the six components of the SWPPP, including the <br />requirement for inspecting outflows and performing maintenance on ponds, ditches, and catch <br />basins. Steve stated that many of the problems were due to residents depositing shrubs, brush, <br />grass clippings and other debris into the ponds, and providing education to landowners is <br />necessary. Duff explained the different types of possible illicit discharge and efforts to detect it. <br />Often, building contractors were in need of education. Staff training has been done, and staff is <br />enforcing building site erosion control on new construction. Steve spoke about the importance <br />of the paper trail in maintenance and inspections as part of the MS4 permit. The SWPPP is on <br />file at City Hall and on the City's website. <br />Mayor Weidt opened the public hearing. There was no one present to speak, and the Mayor <br />closed the public hearing. <br />As part of the SWPPP educational component, staff recommended the City of Hugo become a <br />member of East Metro Water Resource Education Program at an annual cost of $2,500. Duff <br />explained the benefits of becoming a member. <br />Weidt made motion, Petryk seconded, to approve membership to the East Metro Water Resource <br />Education Program. <br />All Ayes. Motion carried. <br />Update on Oneka Lake Blvd/147th Street Project <br />At the March 7, 2016 meeting, the Council held a public hearing on the Oneka Lake <br />Boulevard/147th Street improvement project. Several residents had spoken and many raised <br />concerns on pedestrian crossings and the speed of traffic on the road. Washington County <br />Sheriff s Department had increased patrol during peak times, as suggested by residents. City <br />Engineer Jay Kennedy explained that the Sheriff s Department had directed 12 patrols, and 32 <br />citations were issued for speeding. Sargent Wayne Johnson stated that approximately 80 percent <br />of those ticketed were local residents. There will be additional enforcement and review of its <br />effectiveness. Wayne explained the majority of tickets were issued in the first few days, and <br />there has been a decline. <br />City Engineer Jay Kennedy discussed with Council safety issues related to pedestrian crossings. <br />One issue was the school bus stop on 147th Street and Foxhill Avenue, and he informed Council <br />
