Hugo City Council Meeting Minutes for March 7,2016 <br /> Page 2 of 11 <br /> Approval of Minutes for the February 29, 2016 Washington County League of Local <br /> Government Meeting <br /> Klein made motion, Miron seconded, to approve the minutes for the February 29, 2016 <br /> Washington County League of Local Government meeting as presented. <br /> All Ayes. Motion carried. <br /> Approval of the Agenda <br /> Weidt made motion, Klein seconded, to approve the agenda as amended by adding a discussion <br /> on Withrow Elementary School. <br /> All Ayes. Motion carried. <br /> North Memorial Annual Report <br /> At its June 15, 2015 meeting, Council approved a Memorandum of Understanding with North <br /> Memorial Health Care for ambulance service in Hugo beginning the end of July, 2015. Rick <br /> Wagner, Director Out State and Ancillary Services, and Forest Lake Region Manager Terry <br /> Nelson presented to Council a report on their activities in Hugo. <br /> Rick provided background on the switch to North Memorial ambulance service, and Terry talked <br /> about the coverage area stating that trucks are stationed according to the time of day to best <br /> provide coverage for all areas they serve. Rick displayed a map showing where calls originated <br /> in Hugo and stated the average response time on those calls was 6:57 minutes. They reviewed <br /> the types of responses and number of call per hour, showing they are in Hugo during the right <br /> time of day. Customer satisfaction surveys showed a high percentage of positive comments. <br /> Rick, Terry, and Council agreed there was a good working relationship between North Memorial <br /> and the Hugo Fire Department. <br /> Hugo Fire Department Annual Report—Fire Chief Kevin Colvard <br /> Fire Chief Kevin Colvard presented the Fire Department Annual Report to Council. He talked <br /> about the change to North Memorial ambulance service stating the Hugo Fire Department <br /> continues to respond to all fire calls and major medicals. Duty crews were eliminated and now <br /> calls are paged as "all call". The Department responded to a total of 467 call in 2015 with 175 <br /> being medical calls prior to transferring medical calls to North Memorial. Eighty eight of the <br /> calls were for alarms such as smoke/fire and carbon monoxide detectors that were in need of <br /> routine maintenance. He explained that it is the department's desire to reduce those call though <br /> education. There was a decrease in call volume from 607 calls in 2014 due to the change in <br /> operations, though it is expected to increase due to growth within the City. The Department <br /> logged 2,616 total hours of drill time, and training included an evacuation drill at Gracewood <br /> Assisted Living, a tour of Keystone Place, and training on roof mounted solar arrays. Officers <br /> also participate in additional classes for leadership development. He outlined the many <br /> community events the Fire Department is involved in and talked about Hugo's Heartsafe <br /> Community activities, which included training 169 people in CPR during 2015 and registering <br />
