BACKGROUND: <br />Memorandum <br />Oneka Elementary has submitted a Special Event Permit application for approval of a 5K <br />Color Run on Saturday, May 7, 2016. This event requires a Special Event Permit <br />approved by Council because the event is expected to draw between 500-600 participants <br />and will include the use of City trail/sidewalks/streets. <br />2. DESCRIPTION OF EVENT: <br />A Color Run is a fund-raising event for the Oneka Elementary and Hugo Elementary <br />school. Students and families will get donations and earn rewards for the amount of <br />money raised for participation in the 5K run/walk. This is their second annual event, and <br />will be conducted as follows: <br />Organizers will set up the event between 6-8 a.m. Registration will be from 9-10 <br />a.m. and the run will begin at 10 a.m. <br />The run will take place along Oneka Parkway from the Oneka Elementary School <br />towards CSAH 8 and back. With the number of runners expected, it will be <br />necessary to close Oneka Parkway for the race. All residential areas have an <br />alternate means of accessing their homes except the homes along Farnham Ave, <br />north of Oneka Parkway. A Washington County Deputy will be stationed at that <br />intersection to allow traffic to go across the Parkway on Farnham, allowing <br />vehicles to enter/exit that neighborhood. Another deputy and car will be stationed <br />at the Oneka Parkway/Frenchman Road intersection to prevent vehicles from <br />entering. The run is expected to last approximately two hours, and the road will <br />be reopened immediately after all runners/walkers return to the school. <br />Color packets will be sprayed on runners at specified locations along the route. <br />One week prior to the event, the Hugo Public Works Department will place the <br />electronic sign at the Frenchman Road/Oneka Parkway intersection notifying road <br />users that Oneka Parkway will be closed on May 7 from 8 a.m. -1 p.m. <br />Hugo Public Works Department will drop off cones/barricades along Oneka <br />Parkway at all intersections to be closed. Adult volunteers will block off the <br />intersection with the cones and barricades at approximately 8 a.m. and remain at <br />the intersection until all run/walkers are done using the Parkway.
