Request for a Preliminary Plat and PUD <br />Amendment for "Victor Gardens North Village 7t' Addition" consisting of <br />33 townhome units on 8.51 -acres located north of Rosemary Way and east <br />of Elmcrest Avenue North. <br />DATE: April 7, 2016 for the Planning Commission Meeting of April 28, 2016 <br />ZONING: Planned Unit Development (PUD) <br />60 -DAY REVIEW DEADLINE: May 30, 2016 <br />1. DESCRIPTION OF REQUEST: <br />The applicant is seeking approval of a PUD amendment and a preliminary plat for 33 <br />townhome units (27 detached units and 6 attached units) on the 8.51 acre property. The <br />applicant is proposing the modification in order to develop a different style of townhome <br />than was previously approved. The change results in a reduction in the number of homes <br />on this site from 64 units to 33 units. <br />2. BACKGROUND: <br />In November of 2000, the City Council approved a PUD Concept Plan for Victor <br />Gardens. The approved concept plan included 670 housing units and 185,000 square feet <br />of commercial/institutional buildings on 220 acres. <br />On February 22, 2005, the City Council approved a preliminary plat and PUD general <br />plan for "Victor Gardens North" consisting of 198 townhome units and approximately <br />69,900 square feet of neighborhood office/retail on 46.43 -acres. <br />On May 2, 2005, the City Council approved a final plat for the initial phase of <br />commercial development on Lot 1 (Festival Foods) and two commercial outlots (which <br />are now a vacant lot and Blue Heron Grill). <br />
