G.3 Approve Application for Water Surface Use Permit for David Strub on Sunset Lake On behalf of residents living on Sunset Lake, resident David Strub has made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake. Washington County Sheriff's Department has provided the application form that has been completed by David Strub. City staff recommends Council approve the application for a water surface use permit for a water skiing course on Sunset Lake. GA Approve Application for Water Surface Use Permit for Mike Ball on Round Lake On behalf of residents living on Round Lake, Resident Mike Ball has made application to the City of Hugo for a water surface use permit to allow residents to water ski on the slalom course on the lake and put a water ski jump on the lake. Washington County Sheriff's Department has provided the application form that has been completed by Mike Ball. City staff recommends Council approve the application for a water surface use permit for a water skiing course on Round Lake. G.5 Approve Renewal of 2 a.m. Liquor License for Blue Heron Grill, Inc. Blue Heron Grill, Inc., 14725 Victor Hugo Boulevard, has applied for renewal of its 2:00 a.m. closing time license. City staff has reviewed the application and found it to be satisfactorily complete. Staff recommends approval of the renewal of the 2:00 a.m. closing time for the Blue Heron Grill. G.6 Approve Amendment to Personnel Policy Regarding Fire Department Probationary Period Fire Chief Kevin Colvard and Deputy Fire Chief Jim Compton Jr are recommending changes to the Personnel Policy on the probation period and to include language regarding training bonuses. If approved, the revisions allow the Fire Chief to reduce the 24 month probation period to a period not less than 12 months. It also allows for the payment of training bonuses after the probation period and completion of specific courses. Staff recommends Council approve the amendments to the personnel policy. G.7 Approve Board of Trustees Request for Increase in Lump. -Sum Pension The Board of Trustees for the Hugo Firefighter's Relief Association has formally requested City Council ratification of an increase of $100 per year of service in their lump -sum pension benefit. The Finance Department has reviewed this request and finds it to be financially feasible and consistent with the Pension Fiscal Policy adopted in April, 2012. Staff recommends the City Council approve a motion to ratify the Board of Trustees request for a $100 increase in their lump -sum pension benefit. G.8 Approve Naming of McCollar Park in Fable Hills The Park, Recreation, and Open Space Commission made a recommendation to name the new park in the Fable Hill neighborhood McCollar Park at their April 13, 2016 meeting.
