Hugo City Council Meeting Minutes for March 3, 2014 <br />Page 6 of 9 <br />with eight of the applicants, and found Connor Schaefer to be the best fit for the position. <br />Connor began work at Hugo City Hall on February 18, 2014. <br />Mayor Weidt removed this from the Consent Agenda to introduce Connor, who was in the <br />audience. <br />Weidt made motion, Petryk seconded, to approve the hiring of Connor Schaefer as the New <br />Community Development Intern. <br />All Ayes. Motion carried. <br />Storm Water Pollution Prevention Program (SWPPP) — Senior Engineering Technician <br />Steve Duff <br />Each year, the City of Hugo is required to hold a public hearing in order to take public comment <br />on the City's Stormwater Pollution Prevention Plan (SWPPP) as part of the City's MS4 NPDES <br />permit with the Minnesota Pollution Control Agency. The City scheduled a public hearing for <br />this evening at Hugo City Hall to present and discuss the Storm Water Pollution Prevention Plan <br />(SWPPP). <br />Senior Engineer Technician Steve Duff presented the SWPPP to the Council outlining City <br />activities as a result of implementing the SWPPP. Steve explained that there were some new <br />rules but not a lot of changes. He talked about illicit discharge and how to prevent it by educating <br />the public. <br />Mayor Weidt opened the public hearing to take public comment on the City's SWPPP. There was <br />no one who spoke, and the Mayor closed the public hearing. <br />The public hearing is a statutory requirement and no additional Council action was necessary. <br />165t' Street Improvement Project <br />At its February 3, 2014 Council meeting, staff held a public hearing to consider improvements to <br />165th Street and Ingersoll Avenue. The residents who spoke at the public hearing were generally <br />opposed to the project, which contradicted what Council and staff heard from residents at the <br />neighborhood meeting held on November 14, 2013. Staff was directed to hold another <br />neighborhood meeting encouraging all affected residents to attend. This meeting was held on <br />February 24, 2014. <br />City Engineer Jay Kennedy provided an update to the Council on this meeting. Jay stated that <br />topics at the meeting centered on traffic and speed limits, and the Council discussed whether a <br />speed study should be done. <br />
