Hugo City Council Meeting Minutes for June 16, 2014 <br />Page 6 of 8 <br />Update on City Water Conservation Measures <br />With direction from the Water Resource Committee, staff has been working on water use audits <br />and a rebate program for residents. The Committee has focused on the water reuse bonding bill <br />and the stormwater policy. Staff is working on education and awareness by setting an example, <br />offering incentives and providing conservation tips. The water audit of City owned property is <br />underway with a template being developed. Home Owner Associations who are willing <br />participants will be next for the audit program, with a residential "do it yourself' program to <br />follow. The water rebate program is nearly ready to be implemented. <br />Weidt made motion, Bronk seconded, to move forward with the water rebate program. <br />All Ayes. Motion carried. <br />TH61 Restriping Proiect <br />At its May 20, 2013 meeting, the Council discussed the road striping on TH61 in front of the US <br />Bank. The portion that is striped is in the center of the roadway and is narrower than a turn lane; <br />however many people southbound on TH61 us it as such. Cars passing from behind are mostly <br />on the shoulder, which is illegal. Council directed staff to look at alternative striping. City <br />Engineer Jay Kennedy presented a plan provided by MnDOT showing the center median as a left <br />turn lane instead of a striped median. This will be a done as part of the MN resurfacing project <br />starting this week with temporary payment marking. Markings will be made permanent next <br />month. <br />Yellow Ribbon Network Update <br />Council Member Chuck Haas and Phil Klein reported to Council the City of Hugo's Yellow <br />Ribbon Network activities. The YRN is planning the 7th Welcome Home Pheasant Hunt. The, <br />109th Airlift Squadron, 114th Transportation Company, and the 149th Mobile Augmentation <br />Company will be special guests. Xcel Energy is this month's Hamburger Night sponsor. Hass <br />will be going to Camp Ripley. The YRN has connected with the Family Assistance Center and <br />will be providing gas and gift cards to them for families of the recently deployed. Haas will be <br />participating in the Norwegian exchange program next week by serving troops meals. The YRN <br />will be at the Habitat for Humanity open house with the veterans outreach coordinator to get <br />them involved in the project. <br />Habitat for Humanity Informational Session on June 18, 2014 <br />City Administrator Bryan Bear reminded Council of the Habitat for Humanity open house on <br />June 18, 2014 at 6 p.m. in the Oneka Room at City Hall. This open house is being held to <br />provide information on the construction of 33 affordable townhouse units on a 5 -acre parcel with <br />the assistance of the Habitat's Veteran Outreach Program. Schwieters Construction has donated <br />this land on 150th Street that was formally platted as Generation Acres. <br />Meeting with DNR on Bald Eagle Lake Outlet on July 8, 2014 <br />On May 28, 2014, Council held a joint meeting with the Rice Creek Watershed District to <br />discuss the ownership and maintenance of the outlet at the north end of Bald Eagle Lake.
