Hugo City Council Meeting Minutes for August 18, 2014 <br />Page 5 of 7 <br />Haas added that another option would be to build a bridge and have no connection to the water, <br />just take care of the road. <br />Petryk said, though she believes we do not own the structure, she was leaning towards ownership <br />because it serves the taxpayers, and we would have control of it and its future. If it fails, the City <br />will end up in costly litigation. <br />Klein agreed we should look into the cost of the bridge and he agreed with Petryk that the City <br />did not own the structure but should take leadership and maybe the water will be worth <br />something good to the community. He also agreed the City would be subject to litigation <br />regardless. <br />Bronk also said he agreed with Haas and Petryk but only if it was guaranteed that replacement <br />would be 100 percent funded by the other parties. <br />Weidt said he doesn't want to make a future Council liable. We need to figure out who owns it; it <br />is not us. He agreed with the County that the RCWD should take ownership, and the City should <br />ask the DNR to fund it. <br />Klein questioned how long the current structure will last, and Petryk questioned whether the City <br />would be liable if it should fail since we did a temporary repair. <br />Haas also said it was best for the RCWD to own it, but the water may be worth something to the <br />City. The water could be an asset if we owned it, used it, and controlled it. <br />Weidt made motion, Bronk seconded, to table discussion to allow staff time to investigate the <br />reasonable cost to construct a bridge and look into ideas on redesigning it to make use of the <br />water. <br />All Ayes. Motion carried. <br />Update on Washington County Library Services <br />The City has been working with Washington County to improve the library services they <br />provided to Hugo Residents. The Council began discussions in August of last year when <br />Council Member Haas questioned whether the Hugo Residents were receiving adequate library <br />services for their library levy dollars. In September 2013, representatives from the library spoke <br />to the Council about the levy and provided details on what it means to be a part of the library <br />system (MELSA). They also agreed to establish a library subcommittee. <br />City Administrator Bryan Bear provided Council an update. The subcommittee held several <br />meetings, including meetings with the White Bear Lake School District and Washington County <br />Commissioner Fran Miron. In April 2014, the County Board authorized development of a <br />strategic plan for future services and facilities. A draft RFP for a strategic plan consultant will be <br />reviewed by the steering committee. A consultant will be selected in November. Public meetings <br />will be held, data collected and surveys done in January — August 2015. The plan will then be <br />finalized and steps for implementation will be established.
