Hugo City Council Meeting Minutes for September 2, 2014 <br />Page 4 of 5 <br />structure or relinquish their appropriations permit. <br />John Waller, 1410 Homestead Avenue, and manager of the RCWD Board, talked about the <br />RCWD and their authority and responsibility to own it; the issue of who owns it is a significant <br />issue. <br />Haas agreed that this is a situation the Watershed District was created to handle. He said he also <br />expects the DNR to step up with a financial contribution. He stated that the City has a road that <br />serves us well and we've done our job as a road authority. There are two agencies that have <br />responsibilities and authority in this area, and the city should not be taking it. <br />Petryk said she was supportive of the Mayors motion. Tax dollars should be used from all the <br />sources available. <br />The Mayor restated his motion and called for a vote. <br />All Ayes. Motion carried. <br />Haas made motion, Klein seconded, to send letter to St. Paul Regional Authority to identify them <br />as stakeholder and asking if they would participate in repair of structure to ensure their <br />appropriations permit would remain useful or relinquish their permit if they do not want to be a <br />stakeholder. <br />All Ayes. Motion carried. <br />Presentation by John Waller <br />RCWD Manager John Waller, 14010 Homestead Avenue North, asked to be added to this <br />evening's agenda to talk about the taxes he and the citizens of Hugo pay to the Rice Creek <br />Watershed District. He provided information on how much was being paid into the levy and said <br />that Hugo was the largest contributor of all Washington County communities. He talked about <br />the City acting as the Local Government Unit (LGU) for the Wetland Conservation Act, and he <br />questioned what services he was getting for what he pays in taxes. John stated that the City has <br />been doing well as the LGU, but he was paying twice for the same service; the City should <br />determine what that amount is. He also talked about the money the City receives from the <br />Watershed District for maintenance of JD2 and how the cost is not being shared equitability. <br />Weidt made motion, Bronk seconded, to direct staff to come back with an estimate for being the <br />LGU and maintaining the ditches. <br />All Ayes. Motion carried. <br />Yellow Ribbon Network Report <br />Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br />Ribbon Network activities held recently. The YRN recently held a packing event and he thanked all <br />the volunteers and donors, with a special thanks to Mike Clarke from the Eagan YRN who shared his <br />
