Hugo City Council Meeting Minutes for January 7, 2013 <br />Page 10 of 12 <br />Council Member Petryk asked whether the City anticipated the issuance of any other bonds, and <br />whether this would affect the City's credit rating. Finance Director Ron Otkin responded that he <br />did not foresee of the need for other bonds, and the credit rating should remain unaffected <br />because the money would be set aside to pay the debt. <br />Petryk made motion, Bronk seconded, to approve RESOLUTION 2013-1 PROVIDING FOR <br />THE COMPETITIVE NEGOTIATED SALE OF $5,855,000 GENERAL OBLIGATION <br />REFUNDING BONDS, SERIES 2013A. <br />Ayes: Bronk, Klein, Petryk, Weidt <br />Nays: None <br />Motion carried. <br />Update on Supplemental Law Enforcement Services Agreement for Bald Eagle Lake <br />For many years, the City of Hugo has participated in supplemental law enforcement coverage on <br />Bald Eagle Lake with the Ramsey County Sheriff's Department and the Town of White Bear <br />Lake. City Administrator Bryan Bear explained the City of Hugo budgeted $1,500 annually to <br />help fund this along with the Bald Eagle Lake Association, White Bear Township, and Lino <br />Lakes. This began several years ago as a result of the Bald Eagle Lake Townhome Association's <br />request for additional patrol on Fridays, weekends, and holidays. <br />It has been noted that the behavior on the lake has improved. Lino Lakes discontinued <br />participating a few years ago, Bald Eagle Lake Townhome Association discontinued it last year, <br />and White Bear Township is likely to discontinue participation in the agreement this year. <br />Ramsey County will continue to fund DNR regular patrol, with Washington County performing <br />random checks on the lake. <br />Petryk made motion, Klein seconded, to discontinue the agreement for supplemental law <br />enforcement coverage on Bald Eagle Lake. <br />All Ayes. Motion carried. <br />Parks Programming Update <br />Staff has completed preparation of the winter parks program schedule. Parks Planner Shayla <br />Syverson provided the Council an update on Movie Night and Snow Jam held at Oneka Lake <br />Elementary School, and the Sledding Party held at Oakshore Park. Shayla also informed Council <br />that Irish Avenue Park was being groomed for cross country ski trails by the Hugo Snowmobile <br />Club. <br />Update on the Yellow Ribbon Network <br />Council Member Phil Klein reported to Council on the Yellow Ribbon Network (YRN) activities <br />held recently. There was a huge turnout at the December 26th Burger Night and Klein showed a <br />photo of burgers being served by Brigadier General Neal Loidolt. He thanked Xcel Energy, who has <br />a program that matches funds for the YRN. Lake Area Bank will be the sponsor for the January <br />Burger Night. There will be a care packaging event in March, and donations are welcome. <br />
