Hugo City Council Meeting Minutes for January 7, 2013 <br />Page 8 of 12 <br />Klein made motion, Petryk seconded, to approve the successful completion of the six-month <br />review period for Fire Chief Kevin Colvard. <br />Ayes: Klein, Petryk, Weidt <br />Abstain: Bronk <br />Motion carried. <br />Approve Relocation of Driver Feedback Signs on Ethan Avenue <br />At its November 5, 2012 meeting, Council discussed the driver feedback signs installed as part <br />of the South Ethan Avenue project based on comments and questions raised by a property owner <br />in the area. Based on the discussion, the City Council directed staff to evaluate the current <br />location of the signs and determine whether or not they are in the most effective location or if <br />any of the signs should be relocated to maximize their effectiveness. Public Works Director <br />Scott Anderson and Senior Engineering Technician Steve Duff reviewed the sign locations and <br />prepared a report which is included in the Council packet. City staff recommended that the <br />Council approve the relocation of two of the four signs as outlined in the report. <br />Council Member Petryk removed this from the Consent Agenda at the request of resident Dee <br />Davis, who was present. <br />Council Member Petryk and resident Rick Gwynn talked about working with Public Works <br />Director Scott Anderson on determining the best location for the signs. Petryk explained that <br />these signs were installed to control speed issues when improvements were made to Ethan <br />Avenue. City Engineer Jay Kennedy provided details on the new proposed locations. <br />Denise Davis, 7580 250th Street, Forest Lake, stated one of the signs was located in front of <br />property she owns in Hugo, and she really appreciated that staff recommended it be moved. She <br />also stated that she was never invited to be a part of the sign agreement. She said that she <br />wanted to be sure notices were sent to her on anything involving her property. <br />Petryk made motion, Klein seconded, to approve the relocation of two of the four speed signs <br />located along Ethan and Everton Avenue. <br />Ayes: Klein, Petryk, Bronk, Weidt <br />Nays: None <br />Motion carried. <br />Public Hearing on Renewal of Home Occupation Interim Use Permit for Terry Luedeke <br />for Auto Repair Business <br />Terry Luedeke requested renewal of his Interim Use Permit (IUP) for a home occupation for a <br />motor vehicle repair business on his property located at 17627 Henna Avenue North. The permit <br />is the same IUP that was renewed and approved on July 16, 2012, and no changes were proposed <br />to be made to the IUP. Planner Rachel Juba provided background to the Council indicating that <br />staff found that all the criteria for approval of the renewal have been met; Mr. Luedeke has done <br />a good job meeting the performance standards of the ordinance and complying with all the <br />conditions outlined in the IUP. Staff recommended the City Council approve the renewal of the <br />home occupation IUP for the duration of one year with continued review by staff on the impacts <br />to the surrounding properties. <br />
