Hugo City Council Meeting Minutes for February 25, 2013 Page 3 of 5 Approve Performance Review for Building Department Secretary Debi Close Debi Close was hired as the City's Building Department Receptionist on March 20, 2006. For the past seven years, Debi has performed customer service duties both at the front counter and on the telephone scheduling inspections with contractors. Debi also works as the secretary to the Parks and Recreation Commission. Adoption of the Consent Agenda approved the annual performance review for Building Department Receptionist Debi Close. Approve Lawful Gambling Exempt Permit for Pheasants Forever for Banquet on April 8, 2013 Pheasants Forever is requesting a Lawful Gambling Exempt Permit to allow the sale of raffle tickets at its banquet on Monday, April 8, 2013 at Sal's Angus Grill. Adoption of the Consent Agenda approved the Lawful Gambling permit for this event. Approve Fable Hill Bridge Assessment Agreement Over the past few years, staff has been working with Len Pratt, the developer of Fable Hill, to complete the reconstruction of the Fable Hill Bridge. Most recently, with the approval of the Final Plat for Fable Hill Third Addition, there is a condition in the resolution requiring the repairs prior to the recording of the plat. Mr. Pratt has requested approval of an assessment agreement to assess the 22 vacant lots in Fable Hill First and Second Additions to finance the reconstruction of the bridge. The reconstruction project will be a City project and will be constructed this year. The full cost of the project will be assumed by the assessment amount of $124,046.38 ($5,638.47 per lot) with an interest rate of 4.27% per year over 5 years. The assessment is required to be paid at the sale of each lot or at the Certificate of Occupancy for each house. Adoption of the Consent Agenda approved RESOLUTION 2013-4 ADOPTING ASSESSMENT FOR THE FABLE HILL BRIDGE RECONSTRUCTION PROJECT. Approve Appointment of Roly Guareschi as the Chief Engineer on the Hugo Fire Department and Approve David Jensen as the Emergency Services Planner on the Hugo Fire Department The Fire Department has completed the interview process for the Chief Engineer and the Emergency Services Planner on the department. Fire Chief Kevin Colvard recommended Council appoint Firefighter Roly Guareschi as the Chief Engineer and David Jensen as the Emergency Services Planner on the Hugo Fire Department. Council Member Bronk removed this item from the Consent Agenda to abstain from voting because he is a member of the Fire Department. Haas made motion, Klein seconded, to approve Roly Guareschi as the Chief Engineer and David Jensen as the Emergency Services Planner on the Hugo Fire Department. Ayes: Haas, Klein, Petryk, Weidt Nays: None Abstain: Bronk Motion carried.
