Hugo City Council Meeting Minutes for April 15, 2013 <br />Page 2 of 8 <br />Recognition of Sgt. Joe Bergeron <br />On May 1, 2010, Sergeant Joe Bergeron was shot and killed while on active duty. Sergeant <br />Joe Bergeron served with the Maplewood Police Department for 26 years. He lived in Hugo <br />with his wife and twin daughters. Mayor Weidt talked about the bombings at the Boston <br />Marathon that happened this day, April 15, 2013, and thanked all the police, firefighters and <br />rescue workers who rushed in to help. Mayor Weidt called for a moment of silence to <br />remember Sergeant Joe Bergeron and those who were killed and injured at the Boston <br />Marathon. <br />Update on Heart Safe Community <br />At its March 5, 2012 meeting, the Council supported the application for the Heart Safe <br />Community designation in partnership with the White Bear Lake Fire Department. The Heart <br />Safe Community Program is offered by the Allina Hospitals & Clinics, with the support of the <br />American Heart Association, and its aim is to help cities improve the chances that anyone <br />suffering a sudden cardiac arrest will have the best possible chance for survival. Hugo Fire <br />Chief Kevin Colvard, Hugo Quality Assurance Lieutenant Jimmy Roettger, and White Bear <br />Lake Fire Department Quality Assurance Technician/EMT Chris Voss provided the Council <br />an update on the Heart Safe Community designation. <br />Roettger explained the Lake Area Heart Safe Community is made up of Mahtomedi, Hugo, <br />and White Bear Lake. Communities receive the Heart Safe Community designation by <br />developing and implementing a community action plan. Lake Area's goals are to identify, <br />label and map AEDS in the communities; increase CPR awareness training; and be a resource <br />for CPR, AED and heart health initiatives. He outlined their accomplishments during the past <br />year which include training over 1,500 people in CPR. In September 2012, Chris Voss <br />received the Heart Safe Champion Award, and in February, the Lake Area Heart Safe received <br />notification of the state designation as a "Heart Safe Community. The Council thanked them <br />for all their work. <br />Good Neighbor Days on June 6-10, 2013 - Hugo Lions Club <br />The Hugo Lion Club will hold their annual Good Neighbor Days Festival on June 6th —9 1h in <br />Lions Park. In the past, the City has co-sponsored the event by providing the Washington <br />County Sheriffs Deputies for the event. Lions Member Rusty Pastorius presented the plans for <br />the 2013 Good Neighbor Days Festival and requested the City co-sponsor the event as in the past <br />and waive the Special Event Permit fee. He explained here would be bands playing both nights, <br />and the Council discussed how the bands would be situated so noise would not bother the homes <br />adjacent to the park. It was agreed the band music should be projected to the north towards the <br />cemetery. <br />Bronk made motion, Klein seconded, to approve the plan as discussed and waive the Special <br />Event Permit Fee. After discussion, Klein removed his second, and Bronk restated the motion. <br />Bronk made motion, Klein seconded, to co-sponsor the event, approve the plans with the music <br />projected towards the cemetery, and to waive the Special Event Permit fee. <br />All Ayes. Motion carried. <br />
