Hugo City Council Meeting Minutes for May 20, 2013 Page 4 of 8 Approve Washington County CSAH 4 Pavement Rehabilitation Proiect Washington County included roadway improvements to County Road 4A between Highway 61 and the west County line in their Capital Improvements Program for 2013. County staff submitted the plans to the City for review, and City staff is comfortable with the plans as presented. The project will include full -depth reclamation and repaving, will take place concurrently with the Highway 61/CSAH 4 intersection improvements, and will be funded by Washington County. Adoption of the Consent Agenda approved the Washington County CSAH 4 Pavement Rehabilitation Project. Approve Wetland Replacement Plan for Christ Lutheran Church Phase 1 of the Christ Lutheran Church development project includes a proposal to fill 12,700 square feet of wetland associated with the construction of a church and parking lot. The applicant is proposing to purchase wetland bank credits at a 2:1 mitigation ratio in -advance of the proposed wetland impacts. The applicant is also seeking a no -loss decision approval for non- regulated wetland impacts. These impacts consist of excavating one wetland area. City staff has determined that the proposed wetland impacts are eligible for a no -loss decision, and avoidance and minimization for the proposed 12,700 square feet of unavoidable wetland impacts are sufficient, in accordance with the sequencing and replacement plan requirements under MN Rules 8420. Adoption of the Consent Agenda approved the Christ Lutheran Church- Phase 1 replacement plan, no -loss determination, and sequencing decision. Approve Application from the Hugo American Legion to Conduct Off -Site Gambling During Hugo Good Neighbor Days City staff has received an application for a Lawful Gambling License from the Hugo Lion's Club in order to conduct raffles and bingo at its annual Good Neighbor Days scheduled for June 6-9, 2013. City staff has reviewed the application and found it to be satisfactorily complete. Adoption of the Consent Agenda approved the Lawful Gambling License for the Hugo Lion's Club in order to conduct lawful gambling at its annual Good Neighbor Days event scheduled for June 6-9, 2013. Approve Resignation of Firefighter Chris Schwanke Hugo Firefighter Chris Schwanke has submitted his letter from the Hugo Fire Department effective May 16, 2013 due to his family moving out of the area. Adoption of the Consent Agenda approved the resignation of Firefighter Chris Schwanke. Approve Leave of Absence for Firefighter Matt Richardson Hugo Firefighter Matt Richardson is requesting a Leave of Absence with an anticipated return date of September 1, 2013. Adoption of the Consent Agenda approved the Leave of Absence for Firefighter Matt Richardson effective May 22 -September 1, 2013.
