Hugo City Council Meeting Minutes for July 1, 2013 <br />Page 3 of 7 <br />Approve Animal Control Contract with Companion Animal Control <br />The City has been notified by Richard Ruzicka, Animal Control Services, that he will be <br />terminating all his animal control contracts on June 30, 2013. Staff worked with the City of <br />Forest Lake and the City of Columbus, who also used Animal Control Services for animal <br />control in their cities, and interviewed two individuals to replace Richard. Brittany Foly, <br />Companion Animal Control, LLC, is proposing an agreement that would be acceptable by all <br />three cities. Adoption of the Consent Agenda approved the Animal Control Agreement with <br />Companion Animal Control, LLC., subject to review by City Attorney Dave Snyder. <br />Approve Termination of Animal Boarding Services with Hillcrest Animal Hospital and <br />Approve Agreement with Otter Lake Animal Care Center <br />With the approval of the agreement with Companion Animal Control, LLC, staff is requesting <br />approval to change the location where impounded animals are boarded. Richard Ruzicka, <br />Animal Control Services, had used the Hillcrest Animal Hospital in Maplewood for boarding <br />impounded dogs. With the termination of the contract with Animal Control Services, staff would <br />like to terminate the contract with Hillcrest Animal Hospital for animal boarding services, <br />subject to the 60 days written notice as required in the contract. Otter Lake Animal Care Center <br />in Lino Lakes is the preferred boarding facility by Companion Animal Control, and staff feels it <br />would be more convenient for residents because of its location. Included in the packet is a copy <br />of their agreement with the City of Lino Lakes, and Hugo's agreement would have the same <br />provisions. Adoption of the Consent agenda approved the termination of the Animal Boarding <br />Service Agreement with Hillcrest Animal Hospital and approved the contract with Otter Lake <br />Animal Care Center, subject to minor changes by staff. <br />Approve Pay Request No. 1 to Dunawav Construction for 145th Street Sidewalk <br />Reconstruction Proiect <br />City staff has received Pay Request No. 1 from Dunaway Construction for the 145th Street <br />sidewalk reconstruction project. Senior Engineering Technician Steve Duff and City Engineer <br />Jay Kennedy have reviewed the pay request and found it to be satisfactory for work completed to <br />date. Adoption of the Consent Agenda approved Pay Request No. 1 from Dunaway <br />Construction, Inc. in the amount of $43,556.08 for work completed on the 145th Street Sidewalk <br />Reconstruction Project. <br />Council Member Haas asked for an update on the sidewalk project. City Administrator Bryan <br />Bear informed him the project was near completion with finishing sod work and seeding being <br />done. <br />Approve Preliminary Plat and Final Plat for Roy Molitor 2nd Addition — Xcel Energy Inc. <br />Mayor Weidt removed this from the Consent Agenda. Xcel Energy is requesting approval of a <br />preliminary plat and final plat for property located south of 140th Street and West of Fenway <br />Boulevard. The preliminary plat and final plat will subdivide a 46 acre piece of property into 1 <br />lot (15.6 acres) and 1 outlot (30.4acres) to be known as Roy Molitor 2" Addition. Xcel Energy is <br />purchasing Lot 1, Block 1, and the Molitor family will retain ownership of Outlot A. Xcel <br />
