Hugo City Council Meeting Minutes for July 1, 2013 <br />Page 5 of 7 <br />Update on Bald Eagle Lake Outlet <br />At its May 6, 2013 meeting, the Council discussed the ownership of the outlet to Bald Eagle <br />Lake under 129th Street north, and its state of disrepair. The Council generally agreed that the <br />City needed to determine ownership of the structure. City Engineer Jay Kennedy explained that <br />recent rains had eroded the soil and there were holes in the pipe, which the Hugo Public Works <br />Department fixed last week. Jay recommended daily inspections of the structure during high <br />water flow, riprap at the bottom of the existing concrete wall, sheet piling upstream to minimize <br />the risk should the bridge fail, and continue discussions with the DNR and St. Paul Regional <br />Water regarding ownership. No formal action was taken. <br />Update on National Recycling, Inc. <br />Staff had been working with National Recycling, Inc. (NRI) on their transition plan. City <br />Administrator Bryan Bear and Mayor Tom Weidt met with Rick Mark, owner of NRI, on June <br />27, 2013. Rick Mark was unable to attend this evenings meeting so Bryan provided an update. <br />City Administrator Bryan Bear explained that, according to Rick Mark, approximately 64 loads <br />of scrap were removed from the site. An inspection of the site showed that the only piles on the <br />site were the ones that were visible from the street. These piles are a mix of scrap and dirt. <br />Bryan stated Rick had estimated that approximately 40 loads of scrap still needed to be trucked <br />to the Cambridge site, and there are approximately 100 loads of dirt that needs to be moved to a <br />separate facility. The aluminum had been reduced significantly. Rick had indicated that they <br />will be moving 5-9 truck loads per day, and will be closed over the Independence Day Holiday. <br />Bryan said the construction materials for the new structure are on the site, and Rick seemed <br />urgent to get it done because the new building ground is eroding and needs constant <br />maintenance. Staff recommended no enforcement action at this time, but to continue constant <br />monitoring. <br />The Council talked about voluntary compliance and what code enforcement actions could be <br />taken. City Attorney Dave Snyder said it should be discussed in closed session. <br />Weidt made motion, Haas seconded, to direct staff to hold an executive session at the next <br />regular meeting of the Council to discuss enforcement options. <br />All Ayes. Motion carried. <br />Leuislative Update and New Laws that Impact Cities <br />Finance Director Ron Otkin presented to the City Council regarding new laws that have a direct <br />impact on the City of Hugo, as well as on items that the City Council may find of interest. Items <br />discussed were local government aid, levy limits, sales tax exemption, tax increment financing, <br />wheelage tax, office of broadband, data practices, organized waste collection, legacy funds, <br />water monitoring, and private well water use. No formal action was taken. <br />
