Hugo City Council Meeting Minutes for September 3, 2013 <br />Page 5 of 6 <br />City Engineer Jay Kennedy provided the Council background on the Bald Eagle Lake Outlet. St. <br />Paul Regional Water Services is not the owner and the DNR is researching their records to see if <br />they can find any evidence of ownership. Kennedy explained that the cost of repairs would be <br />$500,000 and that the Minnesota Department of Transportation Bridge Bond Funds would cover <br />$252,000 of the cost leaving a balance of $248,000. There are ongoing discussions with Rice <br />Creek Watershed District regarding funding and also the potential for a DNR grant. Staff is <br />seeking authorization from Council to apply for the DNR grant. <br />Council Member Haas was concerned that if the City applies for the DNR grant that Hugo would <br />be accepting ownership of the outlet. Assistant City Attorney Josh Brekken did not feel that <br />submitting the application would constitute the City accepting ownership and stated that the City <br />could include phrasing in the application stating so. <br />Haas made motion, Klein seconded, to authorize staff to apply for the DNR funding with the <br />condition to specify in the application for funds that the City of Hugo is not accepting ownership <br />of the outlet. <br />All Ayes. Motion carried. <br />Yellow Ribbon Network Report <br />Council Member Haas and Council Member Klein reported to Council on the Yellow Ribbon <br />Network activities held recently. August Hamburger Night sponsored by Keller Williams sold 128 <br />burgers. The Bayport Legion has asked the Yellow Ribbon Network and the Blue Star Mothers to <br />sponsor the meat raffles on Saturdays from October thru March. The Yellow Ribbon Network is <br />gearing up for another packing event in September and the 5th Welcome Home Pheasant Hunt is <br />scheduled for Saturday, October 19, 2013 at Wild Wings of Oneka. <br />Local Board of Appeal and Equalization Training <br />Council Member Petryk added to the agenda scheduling of a City Council meeting on Wednesday, <br />September 18, 2013 starting at 6:00 p.m. to allow Council to attend the Local Board of Appeal and <br />Equalization training at the Government Center in Stillwater. <br />Petryk made motion, Klein seconded, to direct staff to schedule the Local Board of Appeal and <br />Equalization training on Wednesday, September 18, 2013 at the Government Center in Stillwater as <br />a City Council meeting. <br />All Ayes. Motion carried. <br />City Picnic on Sunday, September 15, 2013 at Hanifl Fields Shelter <br />City Administrator Bryan Bear reminded Council of the City Picnic scheduled for Sunday, <br />September 15, 2013. In appreciation of City Staff and volunteers, the Council will provide hot <br />dogs, hamburgers, pop, and water. Attendees are asked to bring a pot -luck dish. <br />
