Hugo City Council Meeting Minutes for October 21, 2013 <br />Page 5 of 7 <br />Discussion on Water Conservation <br />At its September 3, 2013 meeting, the Council approved the goal statements regarding recycling <br />and reusing storm water. These goals were a result of the Council's August 27, 2013 workshop, <br />which was a follow up to their June 18, 2013 workshop. <br />Community Development Intern Eric Maas presented a draft plan for implementation of these <br />goals. The goals included: approving water conservation guidelines and incentives for new <br />development that encourage the integration of water conservation practices; performing a water <br />use analysis with its water users and explore storm water reuse opportunities; providing an <br />incentive program that may include rebates for implementing water conservation improvements; <br />and reviewing water conservation rates. Eric stated the overarching goal is to reduce, reuse, and <br />replenish our water resources. <br />Eric provided details of the incentive programs used in cities of Eden Prairie and Victoria. <br />Council Member Haas requested information on how much water was actually conserved <br />through these programs. <br />Water Resource Engineer Pete Willenbring provided technical information on storm water reuse <br />including storage area for storm water runoff, budget considerations, backflow preventers, record <br />keeping, permitting, and water quality. He talked about reuse projects in the area of CSAH8 <br />ponding and the Beaver Ponds and Water Edge developments, which would need further <br />evaluation. Willenbring also provided information on the need for new development <br />requirements and foreseen obstacles with the Rice Creek Watershed District requirements. <br />Council Member Haas talked about the funding the City of Minneapolis was looking for to drill <br />wells, and stated Hugo needs to get funding from all the agencies that tell Hugo to conserve <br />water. Proposed this evening were very costly steps, and Hugo needs to go after funding dollars <br />from regulators. <br />Council Member Petryk talked about the use of rain gauges presented by resident Chuck Prokop <br />at a previous meeting. Staff will contact him to get the results of the use of this product. <br />Council Member Klein talked about the necessity of working with the Home Owner <br />Associations. Policies needed to be addressed with the DNR and MN Dept of Health. <br />Council Member Haas spoke on the need to have this done before new development in the City. <br />No formal action was taken. <br />Yellow Ribbon Network Report <br />Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br />Ribbon Network (YRN) activities held recently. Haas thanked the sponsors for the Welcome <br />Home Pheasant Hunt, saying the event couldn't happen without them. He had a photo of the <br />YRN receiving a proclamation from by Adjutant General Rick Nash for the work done by the <br />
