The applicant has stated that the addition will allow him to work on larger vehicles, which are currently being worked on outdoors, inside the building to further reduce the impacts of the business on the surrounding properties. The applicant did not propose any text changes to the existing IUP. Exhibit A of the IUP shall be revised in order to reflect the proposed addition, therefore, an amendment to the IUP is required. At its October 10, 2013 meeting, the Planning Commission reviewed and held a public hearing on the request. There were three people who spoke during the public hearing. The Planning Commission recommended approval of the IUP amendment to allow the addition to the existing accessory building. Adoption of the Consent Agenda approved RESOLUTION 2013-32 APPROVING AN AMENDMENT TO A HOME OCCUPATION INTERIM USE PERMIT TO ALLOW FOR A BUILDING ADDITION, ON PROPERTY LOCATED AT 17627 HENNA AVENUE NORTH. Approve Amended Hugo Firefighters Relief Association Bylaws The Hugo Relief Association Board has approved changes to the Relief Association Bylaws to reflect the raise in pension, language regarding active service, and other minor clarifications. Adoption of the Consent Agenda approved the Hugo Relief Association Bylaws as amended. Approve Preliminary and Final Plat for Hopkins Acres This item was removed from the Consent Agenda by Council Member Chuck Hass. Ellen St. Sauver, 22010 Old Fields Avenue North, Scandia, requested approval of a preliminary and final plat to create three residential lots out of a three -acre outlot and a 37 -acre lot located south of 170th and west of Jeffrey Avenue North. The result of the subdivision will be two 10 -acre parcels and one 20 -acre parcel. The property is located on Jeffrey Avenue/Washington County Road 57. At its October 10, 2013 meeting, the Planning Commission reviewed and held a public hearing on the request. There was no one that spoke during the public hearing and the Planning Commission agreed that the application met all requirements necessary for approval. The Planning Commission unanimously recommended approval of the Preliminary and Final Plat for Hopkins Acres. Council Member Haas cautioned there could be a safety issue with the driveway locations due to the hills and large trees on the west side. He requested special attention be given to the placement of these driveways. Haas made motion, Klein seconded to approve RESOLUTION 2013-30 APPROVING A PRELIMINARY PLAT FOR "HOPKINS ACRES" ON PROPERTY LOCATED SOUTH OF 170TH STREET AND WEST OF JEFFREY AVENUE NORTH, and RESOLUTION 2013-31 APPROVING A FINAL PLAT FOR "HOPKINS ACRES" ON PROPERTY LOCATED SOUTH OF 170TH STREET AND WEST OF JEFFREY AVENUE NORTH. All Ayes. Motion carried.
