The accessory building is used for the motor vehicle repair home occupation that is <br />allowed on the property with an IUP. The applicant has stated that the addition will allow him to <br />work on larger vehicles, which are currently being worked on outdoors, inside the building to <br />further reduce the impacts of the business on the surrounding properties. The applicant did not <br />propose any text changes to the existing IUP. Exhibit A of the IUP shall be revised in order to <br />reflect the proposed addition, therefore, an amendment to the IUP is required. At its October 10, <br />2013 meeting, the Planning Commission reviewed and held a public hearing on the request. <br />There were three people who spoke during the public hearing. The Planning Commission <br />recommended approval of the IUP amendment to allow the addition to the existing accessory <br />building. Adoption of the Consent Agenda approved RESOLUTION 2013-32 APPROVING <br />AN AMENDMENT TO A HOME OCCUPATION INTERIM USE PERMIT TO ALLOW FOR <br />A BUILDING ADDITION, ON PROPERTY LOCATED AT 17627 HENNA AVENUE <br />NORTH. <br />Approve Amended Hugo Firefighters Relief Association Bylaws <br />The Hugo Relief Association Board has approved changes to the Relief Association Bylaws to <br />reflect the raise in pension, language regarding active service, and other minor clarifications. <br />Adoption of the Consent Agenda approved the Hugo Relief Association Bylaws as amended. <br />Approve Preliminary and Final Plat for Hopkins Acres <br />This item was removed from the Consent Agenda by Council Member Chuck Hass. Ellen St. <br />Sauver, 22010 Old Fields Avenue North, Scandia, requested approval of a preliminary and final <br />plat to create three residential lots out of a three -acre outlot and a 37 -acre lot located south of <br />170th and west of Jeffrey Avenue North. The result of the subdivision will be two 10 -acre <br />parcels and one 20 -acre parcel. The property is located on Jeffrey Avenue/Washington County <br />Road 57. At its October 10, 2013 meeting, the Planning Commission reviewed and held a public <br />hearing on the request. There was no one that spoke during the public hearing and the Planning <br />Commission agreed that the application met all requirements necessary for approval. The <br />Planning Commission unanimously recommended approval of the Preliminary and Final Plat for <br />Hopkins Acres. <br />Council Member Haas cautioned there could be a safety issue with the driveway locations due to <br />the hills and large trees on the west side. He requested special attention be given to the <br />placement of these driveways. <br />Haas made motion, Klein seconded to approve RESOLUTION 2013-30 APPROVING A <br />PRELIMINARY PLAT FOR "HOPKINS ACRES" ON PROPERTY LOCATED SOUTH OF <br />170TH STREET AND WEST OF JEFFREY AVENUE NORTH, and RESOLUTION 2013-31 <br />APPROVING A FINAL PLAT FOR "HOPKINS ACRES" ON PROPERTY LOCATED <br />SOUTH OF 170TH STREET AND WEST OF JEFFREY AVENUE NORTH. <br />All Ayes. Motion carried. <br />
