Hugo City Council Meeting Minutes for November 18, 2013 <br />Page 3 of 12 <br />Approve Retirement of Assistant Fire Chief Marty Schwartz effective January 1, 2014 <br />Assistant Fire Chief Marty Schwartz has submitted his letter of retirement from the Hugo Fire <br />Department. Adoption of the Consent Agenda accepted the letter of retirement from Fire Chief <br />Marty Schwartz. <br />Approve Extension Requests for Connection to City Sanitary Sewer —129th Street <br />Improvement Prolect <br />In 2007, a street project was done with improvements to 129th Street, Elmcrest Avenue, and <br />Ethan Avenue that included installation of municipal sewer and water. According to ordinance, <br />property owners have one year to connect to the system or request an extension. Council <br />approved three-year extensions in 2007 and again in 2010 on six properties, which will be <br />expiring at the end of this year. Four of these properties have individual sewage treatment <br />systems that are in compliance with Washington County's septic requirements, one property is a <br />seasonal business with a holding tank that is pumped annually, and one is an unoccupied <br />residence. Adoption of the Consent Agenda approved extensions for five of the properties with <br />the condition they remain compliant with Washington County's septic requirements, and <br />approved the requirement for the unoccupied property to connect to the municipal system prior <br />to issuance of a Certificate of Occupancy. <br />Approve Purchase of 2014 Tandem Axle Plow Truck <br />Included in the City's Equipment Purchasing Fund is $175,000 for the purchase of a new tandem <br />axle plow truck. This amount was included in the fund to replace an existing single axle plow <br />truck following the City's 10 year equipment replacement schedule. Along with plowing snow, <br />this truck is utilized to meet other department needs such as gravel road maintenance, roadside <br />ditching, paving and shouldering projects. As a tandem axle, this truck becomes much more <br />versatile and can be better utilized throughout the entire year. Public Works staff has researched <br />the options available to replace the existing plow truck and reviewed these options with Mayor <br />Weidt. Adoption of the Consent Agenda approved authorization to sell the 2004 Sterling and the <br />purchase of a 2014 Mack GU713 SFA chassis and equip it with the snowplow options listed <br />above at a total cost of $172,222.77. <br />Approve Authorization to Advertise the Sale of 2004 Sterling Plow Truck <br />Staff has received a trade-in appraisal of $38,000 for the existing 2004 Sterling plow truck <br />currently in operation. Staff feels this is a acceptable trade-in value, however, staff would like <br />the opportunity to sell the truck outright through a sealed bid format. In the past, this has proven <br />to increase the resale value of used equipment for the City. As in the past, the sealed bid process <br />would include a minimum bid amount that is equal to the $38,000 trade in appraisal plus tax <br />considerations. If the sealed bid process were to fail and not produce a bid greater than the <br />minimum bid required, the City would then trade in the Sterling at the trade-in value of $38,000R9 <br />Adoption of the Consent Agenda approved theCkdvertisement for the sale of the 2004 Sterling <br />plow truck and equipment through a sealed bid process. <br />
