Hugo City Council Meeting Minutes for November 18, 2013 <br />Page 4 of 12 <br />Approve Agreement with Granicus for Web Streaming <br />Over the past months, staff has been working on upgrades to the Council Chambers, specifically <br />new high definition cameras. Staff has also been working with Granicus for the web streaming of <br />City meetings. This will allow for viewing of live and past meetings on PCs, laptops, and mobile <br />devices. City Attorney Dave Snyder had reviewed the Granicus, Inc. Service Agreement and <br />found it to be acceptable. <br />Council Member Klein removed this from the Consent Agenda to draw attention to the web <br />streaming product that will provide access to meetings for those not served by cable. Staff <br />indicated they hope this will be available to the public by the first meeting in December. <br />Klein made motion, Bronk seconded, to approve the Granicus, Inc. Service Agreement for web <br />streaming. <br />All Ayes. Motion carried. <br />Revocation Hearing on Auto Dismantling License and Special Use Permit for 16813 Forest <br />Boulevard North <br />A revocation hearing was held to consider revocation of the Auto Dismantling License and <br />Special Use Permit (SUP) on property located at 16813 Forest Boulevard North. Staff <br />presented evidence to the Council and recommended revocation of the SUP and Auto <br />Dismantling License. <br />Community Development Bryan Bear explained that the Auto Dismantling License was issued <br />to business operator Dan Stewart and the SUP is attached to the property, which is currently <br />owned by Norman Horton, Sr. An inspection was done on September 26, 2013 and staff found <br />the property to be in violation of several conditions of the SUP and Auto Dismantling License. <br />A letter was sent notifying them of the violations and giving them 30 days to comply. Staff <br />made a site visit to the property on November 1, 2013 and noted numerous violations still <br />existed. <br />Building Official Chuck Preisler showed photos of the site and explained the violations in each <br />one. Photos showed: miscellaneous debris scattered throughout the site, including fuel tanks; <br />trailer/mobile home being dismantled on the site; vehicles parked throughout the property with <br />no clear emergency fire lanes; excess of 500 tires not centrally located with lead weights left on <br />the ground; unmarked hazardous waste containers; propane/Freon bottles; vehicles in excess of <br />9,200 pounds; dilapidated mobile homes; wires, computers and miscellaneous junk in vehicles; <br />decomposing concrete cylinders, piles of phone books, carpet, and plastic; and a fence in <br />disrepair. Photos also showed evidence of vehicles being dismantled without the necessary <br />concrete pad with containment curbs. <br />City Administrator Bryan Bear explained the operator was in violation of six of the eight <br />conditions of the Auto Dismantling License and has proven they are incapable of complying. <br />One of the conditions is the requirement to have the Hazardous Waste Generators License, <br />which has been revoked by Washington County. Staff was recommending the Auto <br />Dismantling License be officially revoked as well. They were also in violation of 19 of 35 <br />
