The grant is for the planning of a
mixed-use redevelopment for the properties located on the northwest corner of TH61 and CSAH 8
for a total of 20 acres. The Metropolitan Council had drafted a grant agreement between the City
and the Metropolitan Council outlining items for example grant funded activities, eligible uses, and
payment request process. City Attorney Dave Snyder put together a grant agreement between the
City and Mr. Sampair outlining the information similar to the Metropolitan Council grant
agreement. Once the agreements are signed and processed, the payment requests for grant funded
activities can be disbursed. Adoption of the Consent Agenda approved both grant agreements
between the City and the Metropolitan Council and the City and Mr. Sampair.
Approve Resignation of Community Development Assistant Dennis Fields
On February 6, 2012, Community Development Assistant Dennis Fields submitted his letter of
resignation from his position at the City of Hugo. Dennis has accepted a position as a Planner for
the City of Bloomington. Adoption of the Consent Agenda approved the letter of resignation for
Community Development Assistant Dennis Fields effective February 24, 2012.
Approve Community Development Intern Job Description and Authorize Advertisement of
Position
With the departure of Community Development Assistant Dennis Fields, a vacancy has been
created in the Community Development Department. The City of Hugo currently applies dust control to approximately
23 miles of gravel roads located within its municipal boundaries. The City has budgeted $117,000
for the dust control project in 2012. The City of Grant has requested to combine the contracts with
the City of Hugo for dust control, and the supplier of the dust control chemical indicated there
would be no negative impact to the price. Following City Council approval, staff will advertise and
solicit bids through our City newspaper and will hold a bid opening on Wednesday, April 4, 2012 at
1:00 pm. This will be followed by the Council awarding bids at its second meeting in April. The
dust control/stabilization would be applied in two separate applications, once in mid-May and again
in early to mid-August. Adoption of the Consent Agenda approved advertisement for bids for the
City's 2012 gravel road dust control project.
