Hugo City Council Meeting Minutes for May 7, 2012 <br />Page 4 of 8 <br />Approve Resignation of EDA Member Mike Graff and Advertisement for Vacancy <br />EDA member Mike Graff submitted his letter of resignation from the EDA on April 26, 2012 <br />effective immediately. Adoption of the Consent Agenda approved the resignation of Mike Graff <br />and authorized staff to advertise for the vacancy on the EDA. <br />Approve MS 150 Bike Ride through Hugo on June 10, 2012 <br />The National MS Society holds a 150 -mile bike ride from Duluth to the Twin Cities each year in <br />June. The event is a fundraiser with proceeds going to finding a cure for Multiple Sclerosis. <br />This year, riders will be heading south through Hugo on Sunday, June 10, 2012. Event <br />organizers have been working with MnDot and have secured a permit from Washington County <br />for the use of the Hardwood Creek Trail for this event. Adoption of the Consent Agenda <br />approved the annual MS 150 Bike Ride through Hugo on June 10, 2012. <br />Award of Bid for Lake Air/Bald Eagle Estates Road Proiect and Washington County <br />CSAH 8 Mill/Overlay Proiect <br />At its March 5, 2012 meeting, the Council approved the plans and specifications and <br />advertisement for bids for the Lake Air Estates/Bald Eagle Estates roadway and drainage <br />improvement project. The project was combined with the Washington County CSAH 8 <br />Mill/Overlay project for bidding purposes. City Engineer Jay Kennedy explained the CSAH 8 <br />project was totally funded by the County, and the acceptance of the bid would be contingent on <br />their approval when it is considered at their Board meeting on May 8, 2012. Bids were opened at <br />the Hugo City Hall on April 25, 2012. The City received five bids for the project with the low <br />bidder being Dresel Contracting, Inc. <br />Haas initiated a conversation regarding the site distance on CSAH 8 when driving southbound on <br />Goodview Avenue and turning into CSAH 8. City Engineer Jay Kennedy stated he would look <br />into it to determine if it can be improved. <br />Haas made motion, Weidt seconded, to award the bid to Dresel Contracting, Inc in the amount of <br />$1,135,496.01 for the Lake Air Estates and Bald Eagle Estates improvement project, contingent <br />upon County Board concurrence. <br />Ayes: Klein, Weidt, Petryk, Haas, Miron <br />Nays: None <br />Motion carried. <br />Discussion on Conditional Use Permit for Gusset Design <br />At its October 17, 2011 meeting, the Council discussed with owner Rick Burr of Gusset Design <br />complaints the City received on violations of the Conditional Use Permit (CUP) for his business <br />located at 15887 Forest Boulevard North. Planner Rachel Juba provided background and an <br />update to the Council. The CUP was issued in 2007 for a building addition and to expand a legal <br />non -conforming use. Also approved at the time were a variance for the setback of the building <br />
