Hugo City Council Meeting Minutes for July 2, 2012 <br />Page 7 of 8 <br />Property Issues — Chris Trepanier <br />Chris Trepanier, 14564 Keystone Avenue North, requested to be added to the agenda to address <br />the Council regarding his sense of security on his property. A complaint was filed with the City <br />of Hugo on a code violation on the Trepanier property. Chris acknowledged he was in violation <br />of City ordinance regarding unlicensed vehicles on his property, and he worked with the City to <br />bring his property into compliance. He stated that he does not know who complained, and his <br />sense of security is challenged because he feels someone is watching his property. Law does not <br />allow the City to reveal who complained. <br />City Attorney Dave explained the process the City follows when dealing with complaints, and <br />Mayor Miron stated that the health, safety, and welfare of the citizens of Hugo is of upmost <br />importance to the Council. <br />Miron made motion, Petryk seconded, to direct staff to schedule a meeting with Chris Trepanier <br />to gather information and report back to Council. <br />All Ayes. Motion carried. <br />Yellow Ribbon Network Update <br />Council Members Chuck Haas and Phil Klein reported to Council on the City of Hugo's Yellow <br />Ribbon Network activities. June Hamburger Night was sponsored by Galen Carlson, owner of <br />North Country Auto. A packaging event was held on Saturday, June 30, 2012, and 600 pounds <br />of care items were packaged and sent to three units overseas. The YRN is partnering with the <br />Hugo Lions on a home improvement project with Home Depot. Centennial Hockey was <br />contacted regarding contribution to the YRN. The YRN is looking for a volunteer to mow the <br />lawn for an elderly veteran for the next six weeks in Forest Lake. The next Hamburger Night is <br />Wednesday, July 25, 2012. <br />Update on Water Conservation Idea <br />Council Member Petryk added this item to the agenda to provide an update on a water <br />monitoring system that was first presented to Council by resident Charles Prokop at the April 16, <br />2012 meeting. The Rain Bird modular controller measures ground moisture and detects the need <br />for watering. Council Member Petryk passed along information provided to her by Mr. Prokop. <br />Council Member Haas stated that his condominium association uses this type of system and <br />confirmed that it has conserved water. <br />Petryk made motion, Weidt seconded, to provide this information to Public Works Director Scott <br />Anderson and Senior Engineer Technician Steve Duff to review and report back to Council on <br />measures used to conserve water on City owned property. <br />All Ayes. Motion carried. <br />
