Hugo City Council Meeting Minutes for July 2, 2012 <br />Page 6 of 8 <br />Schedule Midyear Budget Review and Roadway CIP Workshop <br />Annually, the City Council schedules a mid -year budget review in order to allow the Council to <br />accept information from the Finance Department regarding the City's year-to-date finances as <br />well as to review some target objectives for the next year's budget. Finance Director Ron Otkin <br />is suggesting a meeting be held the week of August 20-24, 2012. Additionally, the Public Works <br />Department has completed evaluating the City roadways and rated them by condition. The next <br />step is for the City to put together a Capital Improvement Plan for roadways. <br />Miron made motion, Haas seconded, to schedule a meeting for the Midyear Budget Review and <br />Roadway CIP Workshop for Thursday, August 23, 2012 at 7:00 p.m. <br />All Ayes. Motion carried. <br />Approve Joint Powers Agreement with Lake Elmo for Building Department Services <br />The City of Lake Elmo has requested assistance from the City of Hugo in providing services <br />related to their building department. A joint powers agreement has been prepared allowing Hugo <br />to provide the service. <br />City Administrator Bryan Bear presented the details of this arrangement to the Council. The <br />City of Lake Elmo has no staff in their building department. Building Official Chuck Preisler <br />will be registered with the State of Minnesota as Lake Elmo's Building Official. Hugo will <br />provide plan review, schedule and perform all inspections, and assist contractors with questions. <br />Hugo will be reimbursed 100% of the plan review fee collected by Lake Elmo, an hourly rate for <br />inspection time, and receive pay for mileage. Building Department duties in Hugo will take <br />precedence over Lake Elmo, and it is like that this will be a temporary situation as Lake Elmo <br />intends to hire a new Building Official eventually. <br />Haas made motion, Klein seconded, to approve the agreement with Lake Elmo for administration <br />of the State Building Code. <br />All Ayes. Motion carried. <br />Vacancy on the Planning Commission <br />Staff added this item to the agenda. Planning Commission Chair Rick Gwynn submitted a memo <br />to Council requesting the Council declare Commissioner Adam Moore's seat on the Planning <br />Commission as vacant. Adam has missed six consecutive meetings as required by the Planning <br />Commission Bylaws. Mayor Miron stated that Adam has been a contributor on the Commission, <br />and his service should be recognized. <br />Weidt made motion, Haas seconded, to accept the recommendation based on the bylaws of the <br />Planning Commission to declare a vacancy on the Commission. <br />All Ayes. Motion carried. <br />
