Hugo City Council Meeting Minutes for September 4, 2012 <br />Page 4 of 5 <br />The Washington County SWAT team requested the use of the Irish Avenue Park property to <br />conduct field search training on Wednesday, September 19, 2012. This training will last <br />approximately seven hours and will be held during the day. The property will be posted with <br />signage a week prior to the training notifying users of the park that this training will take place. <br />Adoption of the Consent Agenda approved the use of Irish Avenue Park for SWAT training on <br />Wednesday, September 19, 2012. <br />Approve Resignation of Mike Childs from the Hugo Fire Department <br />Firefighter Mike Childs submitted his letter of resignation to focus on other areas of his life. <br />Adoption of the Consent Agenda approved the letter of resignation from Firefighter Mike Childs <br />effective September 1, 2012 <br />Approve Resolution Adopting Preliminary Tax Levy for 2013 <br />At the August 23, 2012 budget workshop, the City Council listened to a presentation from <br />Finance Director Ron Otkin highlighting revenues and expenditures to date as well as projections <br />for the 2013 fiscal year. After discussion, it was the consensus of the City Council that the <br />payable 2013 preliminary tax levy provide for no change in the urban tax rate. Finance Director <br />Ron Otkin provided a PowerPoint presentation that explained the seven components of the tax <br />levy, and he answered questions from Council. The total proposed property tax levy is <br />$4,749,083, a decrease of 4.24% from the previous year. The resolution will, based on estimated <br />market values, keep the urban tax rate at 36.498% of tax capacity. Finance Director Otkin <br />provided the proposed resolution to the Council. <br />Haas made motion, Weidt seconded, to approve RESOLUTION 2012-29 APPROVING <br />PRELIMINARY TAX LEVY PAYABLE IN 2013. <br />Ayes: Petryk, Haas, Klein, Weidt, Miron <br />Nays: None <br />Motion carried. <br />Yellow Ribbon Network Report <br />Council Member Chuck Haas and Council Member Phil Klein reported to Council on the Yellow <br />Ribbon Network activities held recently. The Hugo YRN received a certificate of appreciation from <br />an area support group in Kuwait. The Hugo Power Equipment received a letter of thanks for <br />donating a new mower to a military family. The YRN is looking for sponsors for the Welcome <br />Home Pheasant Hunt in October. The last burger night set a record at 176 burgers served. <br />Report on Metropolitan Area Water Supply Advisory Committee Meeting <br />At the August 20, 2012 Council meeting, Council discussed the agenda for the upcoming <br />meeting of the Metropolitan Area Water Supply Advisory Committee and concerns the City has <br />on regulations set forth by the DNR and Metropolitan Council. Council Member Chuck Haas <br />attended the Committee meeting that was held on August 23, 2012. He informed the Council <br />that he had shared their concerns with the committee, who generally agreed. The Committee is <br />working to link water supply issues to overall planning in their regional planning/population <br />
