Hugo City Council Meeting Minutes for December 3, 2012 <br />Page 3 of 5 <br />Haas made motion, Klein seconded, to approve RESOLUTION 2012-36 SETTING 2013 <br />SALARIES FOR CITY EMPLOYEES AND ESTABLISHING EMPLOYEE <br />REIMBURSEMENT LEVELS. <br />All Ayes. Motion carried. <br />Public Hearing on the 2012 City Budget and Tax Levy - Finance Director Ron Otkin <br />On September 4, 2012, the City Council adopted a preliminary 2013 tax levy of $4,749,083. <br />Based on staff estimates of tax capacity, this levy was intended to keep the urban tax rate at <br />36.498% of tax capacity. However, Washington County has determined that the urban tax rate <br />will actually decrease by 0.09%. Finance Director Ron Otkin talked about the City's urban tax <br />capacity rates and how they were affected by the elimination of the MVHC program. He also <br />reviewed levy items and general fund budget items. Ron concluded by saying the budget <br />satisfies the funding priorities of the City Council and is balanced with no transfers in. Ninety- <br />three percent of residential homestead properties will receive a city tax reduction. <br />Mayor Miron opened the public hearing. <br />Cindy Petty, 13679 Fiona Avenue North, asked about overtime in the Public Works Department <br />and whether it was cheaper to hire another employee, and she questioned the cost of cleaning <br />supplies. Finance Director Ron explained the overtime usually occurred in a major snow event, <br />and it also applies to the grading of the roads due to the fact there is only one grader. Regarding <br />cleaning supplies, the amount included miscellaneous items such as cleaning mats for all <br />buildings. <br />Glen Kothe, owner of commercial property Total Recall at 17285 Forest Boulevard North, asked <br />the finance director to explain what was meant by Fiscal Disparity, and about the increase in the <br />tax on his commercial property. Council encouraged him to appear before the Board of <br />Equalization in April to discuss his property values. <br />Jeff Olson, owner of commercial property at 4693 Europa Trail, also spoke about the increase in <br />his taxes, and he was encouraged to talk with the City Assessor. <br />There were no other comments, and Mayor Miron closed the public hearing. <br />Haas made motion, Weidt seconded, to approve RESOLUTION 2012-37 APPROVING THE <br />GENERAL FUND BUDGET FOR THE 2013 FISCAL YEAR. <br />Ayes: Klein, Haas, Petryk, Weidt, Miron <br />Nays: None <br />Motion carried. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2012-38 APPROVING FINAL <br />TAX LEVY PAYABLE IN 2013. <br />Ayes: Haas, Petryk, Weidt, Klein, Miron <br />Nays: None <br />Motion carried. <br />
