Hugo City Council Meeting Minutes for April 4, 2011 <br />Page 7 of 9 <br />Approve Special Event Permit for Blacksmith Lounge for 2011 Events <br />The Blacksmith Lounge and Restaurant, 17205 Forest Boulevard North, has submitted a special <br />event permit application and is requesting approval of 13 events that will be hosted on their property <br />between April and October of 2011. The events have been approved by Washington County <br />Sheriff's Department and Hugo Fire Department. Staff believes that the Blacksmith Lounge has <br />done a good job organizing the events in past years. Adoption of the Consent Agenda approved the <br />Special Event Permit for the Blacksmith Lounge for events held in 2011. <br />Approve Saturday, April 30, 2011 for Health Up and GO Wellness Campaign Kick Off <br />Event <br />The Health Sub -Committee has planned the Health Up and GO Wellness Challenge which will <br />Kick Off on Saturday, April 30, 2011 at Hugo City Hall from 9:00 am - noon. The event will <br />include exhibits of local wellness options, professional speakers, and prizes. Participants can <br />have their blood glucose, BMI, cholesterol, and blood pressure checked for free, sponsored by <br />Fairview Lakes Service Health Services and HealthEast Clinic. The Health Up and GO <br />Wellness Challenge is an ongoing program to promote the healthy living options in Hugo. It is <br />coordinated in partnership with local health businesses and the City of Hugo. It is primarily <br />funded by the Statewide Health Improvement Program and the $4,000 grant from Washington <br />County. The 148 day Wellness Challenge will consist of a weekly walking club, monthly <br />challenges, bi-weekly events, "number" screening opportunities, and wellness incentives. The <br />Wellness Challenge will wrap-up with a family bike ride through Hugo on Saturday, September <br />24, 2011 Adoption of the Consent Agenda approved the Health Up and GO Wellness Challenge <br />kickoff event to be held on Saturday, April 30, 2011. <br />Discussion on Judicial Ditch No. 2 Weir Restoration Hearing on April 18, 2011 <br />The City of Hugo has received notification from Administrative Law Judge Kathleen Sheehy the <br />City of Hugo is invited to be present and participate in the Judicial Ditch No. 2 restoration appeal <br />hearing, which is scheduled for Monday, April 18, 2011 in St. Paul. The City of Hugo, along <br />with other agencies and property owners, has been invited to be a part of the appeal hearing. <br />City Attorney Dave Snyder provided Council with the background on the Judicial Ditch No. 2 <br />weir restoration and reported to Council the City has been served with notice that proceedings <br />are set for a pretrial hearing on April 18, 2011, and parties wanting to be involved are to file a <br />Notice of Appearance. The City of Hugo has formally filed this notice, which simply preserves <br />the City's rights as a place holder. Attorney Snyder recommended Council maintain the Notice <br />of Appearance, and to keep apprised of any developments in this case. <br />Haas made motion, Weidt seconded, to accept the recommendation of the City Attorney to <br />maintain the Notice of Appearance, and direct staff to keep the Council apprised of any <br />developments regarding the Judicial Ditch No. 2 weir restoration. <br />All Ayes.
