Hugo City Council Meeting Minutes for April 4, 2011 <br />Page 8 of 9 <br />At its March 7, 2011 meeting, Council approved the 2011 City Focus Goals and Ongoing <br />Priorities. Included as an ongoing priority was maintaining adequate technology and reviewing <br />web -streaming. City Administrator Mike Ericson informed Council that staff has been working <br />on developing a technology CIP and recently met with Computer Integrated Technologies <br />(C.I.T.) on March 30, 2011, who will be consulting with staff on the CIP, which will be <br />completed by June, 2011. <br />Update on 2010 Census <br />The U.S. Census Bureau has completed the 2010 decennial census count and has released the <br />data. Community Development Director Bryan Bear reported to Council on the 2010 Census <br />information received to date regarding the City of Hugo. The 2010 Census reports the <br />population of Hugo is 13,332, an increase of 6,969 residents since 2010, which was below the <br />Metropolitan Council's forecast of 19,100. The Council briefly discussed upcoming redistricting <br />of congressional districts as well as the local redistricting that will be taking place next year prior <br />to the next City election. <br />Metro Cities Annual Meeting on Thursday, April 14, 2011 <br />The City of Hugo has been invited to attend the Metro Cities Annual Meeting scheduled for <br />Thursday, April 14, 2011. City Administrator Mike Ericson who has been nominated for a board <br />member position on the Metro Cities Board of Directors, will be attending the meeting. <br />Meeting with White Bear Lake City Officials and Staff on Joint Powers Agreement (JPA) <br />Council Member Haas added this to the agenda to discuss a meeting that had been scheduled for <br />Tuesday, April 5, 2011 with Hugo staff and the White Bear Lake Fire Chief and Finance <br />Director to discuss the Joint Powers Agreement (JPA) between the Hugo Fire Department and <br />the White Bear Lake Fire Department. Council Member Haas recently spoke to White Bear <br />Lake Mayor Jo Emerson and White Bear Council Member Bryan Belisle and determined it <br />would be best to schedule a joint meeting with White Bear Mayor and Council Members to <br />discuss the JPA. <br />Haas made motion, Petryk seconded, to cancel the April 5, 2011 meeting and send a letter to <br />White Bear Lake requesting a meeting to discussion on the JPA and to include Council Member <br />Chuck Haas, Tom Weidt or Phil Klein. <br />All Ayes. Motion carried. <br />Friends of Washing County Library System <br />Council Member Haas added this to the agenda to inform the Council and residents that a <br />Friends of Washington County Library System group is forming to encourage the development <br />of Libraries in Washington County with a possibility of locating a library in the City of Hugo. <br />Meetings will be held at the Lake Elmo Library. <br />
