Hugo City Council Meeting Minutes for May 2, 2011 <br />Page 4 of 8 <br />Approve Revisions to City Buildings Rental Policy <br />The Hanifl Fields Athletic Park gathering room and pavilion will be available to the public for <br />rent or use. Currently, the public may reserve the Oneka Room at City Hall and the Rice Lake <br />Centre at the Public Works building. The General Policy Guidelines Regulating the Use of the <br />City of Hugo Public Buildings for Meeting and Other Purposes were set by the City Council on <br />March 4, 2002. In anticipation of additional facility use requests, staff simplified the current <br />agreements, policies, and applications for potential renters. Minor text changes were made only. <br />City Attorney Dave Snyder reviewed the documents and agrees with the revisions. The Policy <br />continues to be that the public facilities are available at no charge for non -profits, $100 for <br />residents and $200 for non-residents. The users are required to be responsible of the facility, its <br />clean up and any activities in the facility. To address ongoing resident requests, staff is <br />recommending that a permit now be granted allowing residents to have priority use of the picnic <br />shelters in neighborhood parks. The permit would cost $5 and is enforced only by the permit <br />holder. The shelter and building at Lions Park would continue to be reserved through the Lions <br />Club. Adoption of the Consent Agenda approved the Facility Use Application, the Policy <br />Regulating the Use of the City of Hugo Public Facilities and the Park Shelter Permit. <br />Approve Annual Performance Review for Parks Planner Shavla Severson <br />On May 11, 2009, the City Council approved the hiring of Shayla Syverson as the Economic <br />Development/Parks Intern. At its April 19, 2010 meeting, Council approved the creation of a <br />Parks Planner position, and on May 3, 2010, Council approved the hiring of Intern Shayla <br />Syverson as the new Parks Planner. Shayla works with the Parks Commission and the Public <br />Works Department on the development of and uses within the City parks, as well as other <br />recreational activities and programs. Adoption of the Consent Agenda approved the annual <br />performance review for Parks Planner Shayla Syverson. <br />Approve Appointment of Lorraine Gadbois as Associate Member on the Historical <br />Commission <br />At its April 4, 2011 meeting, the Hugo City Council appointed Associate Member Kathy Brevig <br />as the newest regular commission member on the Hugo Historical Commission, where she <br />replaced charter member Pam Videen who moved out of Hugo. The City of Hugo subsequently <br />received an application from long time resident Lorraine Gadbois to be an Associate Member on <br />the Historical Commission. Adoption of the Consent Agenda approved the appointment of <br />Lorraine Gadbois as an associate member on the Hugo Historical Commission. <br />Approve Release of Letter of Credit for Victor Gardens Mainstreet Holdings, LLC for <br />Victor Gardens East <br />City staff has received a request from Mainstreet Holdings to release the letter of credit being <br />held by the City in the amount of $46,783 for Victor Gardens East. Senior Engineering <br />Technician Steve Duff has reviewed the work completed on site and has determined that the <br />project is complete to City specifications and the one-year warranty period has expired. Street <br />trees are required to be installed with the construction each home within the development. <br />Adoption of the Consent Agenda approved the release of the letter of credit for Victor Gardens <br />East. <br />
