Hugo City Council Meeting Minutes for May 2, 2011 <br />Page 5 of 8 <br />Approve Hire of Seasonal Public Works Employees <br />At its February 22, 2011 meeting, the Hugo City Council authorized Public Works Director Scott <br />Anderson to advertise for the Summer Seasonal Public Works employees, which provide the <br />City of Hugo a cost effective way to maintain the City parks, open space, and facilities. <br />Adoption of the Consent Agenda approved the hiring/rehiring of Erik Lundell, Nicole Gilbert, <br />Kevin Nelson, and Samantha Geunther as seasonal full-time employees and Marc Smith and <br />Tom Cardinal as seasonal part-time employees. <br />Approve Advertisement of Bid for 2011 Seal Coating Proiects <br />Each year, the City of Hugo seal coats a portion of its bituminous roads. Staff seeks <br />authorization from the City Council to advertise for the 2011 seal coating project and receive <br />bids. Bids would then be awarded in June 2011 and work would take place during the month of <br />June and July. Adoption of the Consent Agenda approved the advertisement of bid for the 2011 <br />seal coating project. <br />Approve Agreement with Connexus Energy and City of Hugo for Overhead Power Lines <br />Along Elmcrest Avenue <br />Council Member Haas removed this item from the Consent Agenda. City staff had received a <br />request from Connexus Energy to upgrade a section of overhead power lines along Elmcrest <br />Avenue. According to City Code, the type of improvements requested by Connexus would <br />require the lines to be located underground. Haas questioned why the City would grant an <br />exception to this. Community Development Director Bryan Bear explained the request was to <br />replace a section of overhead lines approximately 300 feet in length, and Connexus has asked for <br />a waiver of that requirement due to the costs involved. The upgrades will involve only slight <br />modifications to the visual appearance of the existing overhead lines. Bear added that <br />underground power lines could prove to be in the way when improvements are done to Elmcrest <br />Avenue. Also, at the time the City of Lino Lakes improves Otter Lake Road, which would be the <br />alternative route parallel to Elmcrest, the lines would be replaced with lines underground <br />providing power to residents on Elmcrest Avenue. The lines would be removed or located <br />underground at no cost to the City or its rate payers once future development provides an <br />alternate right-of-way for the power lines. <br />Haas make motion, Klein seconded, to approve the agreement with Connexus Energy and the <br />City of Hugo for Overhead Power lines along Elmcrest Avenue. <br />All Ayes. Motion carried. <br />Approve Tobacco Use in City Parks Policy <br />Council Member Haas removed this item from the Consent Agenda. At its November 15, 2010 <br />meeting, the City Council had a discussion on a Tobacco Use Policy, which was tabled to allow <br />additional discussion by the Parks, Recreation and Open Space Commission. For the past <br />several months, the Parks Commission members have debated a tobacco use policy. At its April <br />13, 2010 meeting, the Parks, Recreation and Open Space Commission drafted a resolution and <br />recommended City Council approve the resolution adopting the Tobacco Free Parks Policy. <br />
