According
to the police report, on April 29, 2010 a man was walking down the street when three smaller
dogs, including Rocky, came from between the houses and Rocky bit the man's leg. The Animal
Ordinance labeled Rocky as a potentially dangerous dog, and potentially dangerous dogs were
not permitted to be kept in the City under the ordinance at that time. The City Council decided
to table the item to allow staff to make revisions to the City's Animal Ordinance. On March 7,
2011 the City Council approved changes to the Animal Ordinance. Council Member Haas
removed this item from the Consent Agenda and asked that staff explain what the changes were.
