Minutes for the Hugo City Council Meeting on June 6, 2010 <br />Page 4 of 7 <br />Community Development Director Bryan Bear explained that the revised ordinance allows dogs <br />labeled as potentially dangerous to remain in the City under certain conditions including the dog <br />be kept in a proper enclosure or on a retractable leash no longer than four feet. After Mr. Tran <br />received the letter informing him of the changes in the ordinance, Mr. Tran told staff that he no <br />longer wishes to appeal the potentially dangerous dog designation. <br />Haas made motion, Weidt seconded, to label Rocky as a potentially dangerous dog. <br />All Ayes. Motion carried. <br />Discussion on Dog Bite Appeal for Thomas Schwartz's Dog Named Mac <br />On November 1, 2010, the City Council considered a potentially dangerous dog appeal for <br />Thomas Schwartz's dog Mac. According to the police report, on September 12, 2010 a person <br />was walking down the street when Mac came running at her and lunged at her causing some <br />injury. The City Council tabled the item to allow staff to make revisions to the City's Animal <br />Ordinance. On March 7, 2011 the City Council approved changes to the Animal Ordinance, and <br />as outlined in the ordinance, an appeal of a potentially dangerous dog requires a written <br />behavioral assessment by a licensed animal professional. Community Development Assistant <br />Dennis Fields explained that Mr. Schwartz contacted Dr. Beck from PAWS Pet Hospital to <br />perform the assessment. The assessment showed that, although Mac may be unruly and <br />unmannered, he does not appear to have overt aggressive tendencies. Mr. Schwartz also enrolled <br />Mac in obedience training at Katie K-9 Dog Obedience School in Hugo. <br />Haas made motion, Weidt seconded, to remove the potentially dangerous dog designation from <br />Mr. Schwartz's dog, Mac. <br />All Ayes. Motion carried. <br />Approve Authorization to Hold a Public Hearing at a Planning Commission Meeting on <br />Commercial and Industrial Design Guidelines <br />Planner Rachel Juba explained that over the past several months a subcommittee has been <br />working on the creation of the commercial and industrial design guidelines. The guidelines <br />include text and graphics to provide developers with further direction on the desire for quality <br />commercial and industrial development. The subcommittee stated that they wanted the <br />guidelines to be subjective to allow a developer to be creative when meeting the intent of the <br />guidelines. The subcommittee wanted the Planning Commission, EDA, and City Council to <br />review the draft design guidelines prior to a final draft being completed to ensure they were <br />moving in the correct direction. Planner Rachel Juba presented a PowerPoint on the draft design <br />guidelines. <br />Haas made motion, Weidt seconded, to authorize a public hearing to be held at the Planning <br />Commission on the draft design guidelines. <br />All Ayes. Motion carried. <br />
