Hugo City Council Meeting Minutes for June 20, 2011 <br />Page 6 of 7 <br />Miron made motion, Haas seconded, to direct staff to solicit names from the various groups of <br />those who would be willing to serve on this subcommittee, and bring a recommendation back to <br />the City Council for approval. <br />All Ayes. Motion carried. <br />Approve Recommendation from Parks and Recreation Commission for Proposal from <br />Landform for Lions Park Master Plan <br />At the meeting of July 19, 2010, the City Council approved construction of improvements at <br />Lions Park which included a new fenced skate park and resurfacing of the existing tennis courts. <br />Council members inquired about the future master park plan. At their June 8, 2011 meeting, the <br />Parks Recreation and Open Space Commission discussed a scope of services for the master <br />planning of Lions Park from Landform in the amount of $7,000- $10,000. <br />The Council discussed whether it was necessary to hire a consultant at this time or if City staff <br />could solicit public input and interest, and if decided, a consultant could be hired at a later date. <br />Haas made motion, Weidt seconded, to direct staff to begin coordinating a master planning <br />process for Lions Park, and include the Lions Club and any other major stakeholder in this <br />process. <br />All Ayes. Motion carried. <br />Discussion on Participation in State -Wide Performance Measurement Program Approve <br />Last year the Legislature created the Council on Local Results and Innovation. Recently this <br />panel released a voluntary performance measurement program that it felt will aid residents, <br />taxpayers, and state and local elected officials in determining the efficacy of cities in providing <br />services, and measure residents' opinions of those services. If the City of Hugo elects to <br />participate in this standard measures program the state will reimburse the City $1,866 to partially <br />defray the cost of conducting a citizen survey. The City will also be exempt from levy limits for <br />taxes payable in 2012. Community Development Director Bryan Bear explained the benefits <br />would not be very large for a City the size of Hugo, and the cost of the survey would be <br />approximately the same as the reimbursement for doing so. Haas indicated, and other Council <br />Members agreed, that he was not inclined to provide another option for the Minnesota State <br />Legislature to set benchmarks for the City. <br />Haas made motion, Klein seconded, to thank staff for bringing this to the Council's attention, but <br />they were interested in it at this time. <br />All Ayes. Motion carried. <br />
