Hugo City Council Minutes for April 5, 2010 <br />Page 5 of 10 <br />landscape agreement with Pulte Homes and developer John Hanson for the landscaping in the <br />Waters Edge neighborhood. <br />Approve Resolution Adiusting 2010 Salaries <br />Pay equity, or comparable worth, is a standard written into Minnesota State Law that requires <br />cities to develop and administer compensation systems that establish equitable pay relationships <br />between female -dominated and male -dominated job classes. The city filed the required reports <br />to the state in January, 2008; however, it took the state over two years to provide a response. <br />Unfortunately, the City of Hugo's salary matrix did not pass the statistical analysis test. The <br />state set a new deadline of April 12, 2010, for the city to take corrective action and resubmit a <br />report that passes this test. The penalty for failure to do so is $100 per day. The Finance <br />Department has drafted a resolution that adjusts the salaries of four female staff positions that <br />will bring the city into compliance with pay equity statutes. Adoption of the Consent Agenda <br />approved RESOLUTION 2010 -12 ADJUSTING 2010 SALARIES FOR CERTAIN CITY <br />EMPLOYEES TO MEET STATE PAY EQUITY GUIDELINES AND TO RECOGNIZE THE <br />PERFORMANCE OF THE CITY PLANNER. <br />Public Hearing on Right -of -Way and Underground Utilities Ordinance <br />At its February 1, 2010 meeting, Council discussed a proposed Right -of -Way and Underground <br />Utilities Ordinances and directed staff to schedule a public hearing and invite all interested <br />parties and the utility companies to attend the Council meeting and provide public comment. <br />EDA and Parks and Recreation Intern Shayla Severson explained that with the proposed <br />Undergrounding Utilities Ordinance, undergrounding is required for all new facilities and with <br />replacement, relocation or reconstruction of existing facilities. High voltage lines must be <br />approved by City Council, and Council would also have the option of retiring existing overhead <br />lines. Included in the proposed Right -of -Way Ordinance is a requirement for annual registration <br />and permits, and regulations for patching and restoration work done within a right -of way. <br />Mayor Fran Miron opened the public hearing; there were no comments from the public. <br />Weidt made motion, Petryk seconded, to approve ORDINANCE 2010-444 REGULATING <br />UNDERGROUND UTILITIES WITHIN THE CITY OF HUGO, MINNESOTA. <br />Ayes: Petryk, Weidt, Haas, Klein, Miron <br />Nays: None <br />All Ayes. Motion carried. <br />Weidt made motion, Klein seconded, to approve ORDINANCE 2010-445 REGULATING <br />RIGHT-OF-WAYS WITHIN THE CITY OF HUGO, MINNESOTA. <br />Ayes: Weidt, Haas, Klein, Petryk, Miron <br />Nays: None <br />All Ayes. Motion carried <br />
