Hugo City Council Minutes for April 19, 2010 <br />Page 5 of 9 <br />completed on preparation of the project which is scheduled for Summer 2010. Cory explained <br />there would be 3.9 miles of pavement reclamation, subcuts, turn lanes at Hanifl Fields, and <br />replacement of 14 metal culverts with concrete ones. There would also be an infiltration area as <br />required by Rice Creek Watershed District. Included in the plans are improvements to the signs <br />and replacing of mailboxes. The County would be using State Aid dollars for the project with <br />the total cost being $2,341,180.45. The cost to the City would be $126,908.77. Plans will be <br />finalized in May, bids opened in June, and work done in mid to late summer. No formal action <br />was taken. <br />Council Action on Bids for Hanifl Park Shelter <br />On Wednesday April 14, 2010, bids were opened for construction of the new Hanifl Park <br />Shelter. Twelve bids were received. The apparent bid amounts ranged from $499,000.00 <br />to $870,504.00. City Attorney Dave Snyder explained to the Council there were two apparent <br />low bidders, and there appeared to be calculation difficulties. Dave recommended all bids for <br />the project be rejected and the project be re -bid. Re -bidding the project would not affect the <br />project completion date. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2010-15 REJECTING ALLS <br />BIDS AND ORDERING RE -ADVERTISEMENT FOR BIDS FOR THE CONSTRUCTION OF <br />THE HANIFL FIELDS ATHLETIC PARK SHELTER. <br />Ayes: Haas, Klein, Weidt, Petryk, Miron <br />Nays: None <br />Motion carried. <br />Discussion on Gravel Tax <br />At its December 7, 2009 meeting, the City Council directed staff to discuss and review with <br />Washington County how the County administers collection of the gravel tax and how proceeds <br />are spent within the County. City staff has learned that the state statute concerning the gravel tax <br />was changed in 2008 reallocating how gravel tax proceeds may be used by the County. One <br />significant change to the law includes a requirement that 15% of the gravel tax proceeds be set <br />aside into a special reserve fund specifically for expenditures related to the restoration of <br />abandoned pits, quarries, or deposits located within the County. Staff has specifically inquired <br />whether the County would consider allocating funds from this special reserve fund toward <br />further restoration activities and repair of the haul roads surrounding the Hansen gravel pit site. <br />Currently, the special reserve fund has accumulated at least $300,000 in gravel tax proceeds. <br />Community Development Director Bryan Bear explained the funds could get spread throughout <br />the County and municipalities, and further restoration on the old gravel pit property would be a <br />good use. He encouraged the Council to participate in County workshops on the matter. Parks <br />Commission Member Roger Clarke stated there has been preliminary discussion on locating a <br />mountain bike trail in the northwest corner of the site. Council directed staff to keep them <br />apprised of workshops dates and times. No formal action was taken. <br />Discussion on Adding Cats to the Animal Ordinance <br />For the past several years, City staff has received inquires from residents as to why the City of <br />Hugo does not include cats in the City's Animal Ordinance.
