Hugo City Council Minutes for April 19, 2010 <br />Page 4 of 9 <br />Approve Award of Bid for 2010 Dust Control Proiect <br />At its March 1, 2010 meeting, the Hugo City Council authorized City staff to advertise for the <br />award of bid for the 2010 dust control project. Bids were received and opened on Friday, April <br />16, 2010 for this contract. One bid was received from Dustcoating, Inc for magnesium chloride <br />at $.71 per gallon. <br />Haas made motion, Klein seconded, to award the bid for the 2010 dust control project to <br />Dustcoating, Inc to apply magnesium chloride at $.71 per gallon for all 25 miles of gravel road. <br />All Ayes. Motion carried. <br />Approve Award of Bid for 2010 Seal Coating Proiect <br />At its March 1, 2010 meeting, the Hugo City Council authorized City staff to advertise for the <br />award of bid for the 2010 seal coating project. Bids were received and opened on Friday, April <br />16, 2010 for this contract. The City received three bids, and Allied Blacktop, Inc. was the low <br />bidder at $80,327.50. <br />Haas made motion, Petryk seconded, to award the bid for the 2010 seal coating project to Allied <br />Blacktop, Inc at $80,327.50. <br />All Ayes. Motion carried. <br />Discussion on Storm Water CIP and Stormwater Management Plan- Water Resource <br />Engineer Pete Willenbring <br />City staff has been coordinating with staff from the Rice Creek Watershed District as they update <br />their stormwater model for the Hardwood Creek and Clearwater Creek drainage basins. This <br />work is being done in preparation for a joint planning effort between the City and RCWD to <br />prepare a stormwater CIP intended to provide for regional infiltration requirements and water <br />recycling projects. Pete Willenbring explained the reasons the City was obligated to update the <br />City's Comprehensive Stormwater Management Plan (CSMP) and tasks involved which include <br />gathering and analyzing data, public input, and development of ordinances and implementation <br />plan. Work on the CSMP would begin in May 2010 and be completed in April 2011 at an <br />estimated cost of $54,726. <br />Weidt made motion, Petryk seconded, to approve the Scope of Services for task involved in <br />updating the City's Comprehensive Stormwater Management Plan at an estimated cost of <br />$54,726, which would be funded by the City's Stormwater Sewer Fund. <br />All Ayes. Motion carried <br />Discussion on CSAH 8 East Project - Washington County Project Engineer Jake Gave <br />On April 13, 2010, City staff met with Washington County Officials to discuss the CSAH 8 east <br />county road reconstruction project. Washington County Project Engineer Jake Gave and <br />Engineering Construction Manager Cory Slagle provided the Council an update on work <br />
