Minutes for the Hugo City Council Meeting August 2, 2010 <br />Page 8 of 9 <br />Discussion on Citizens' Petitions for FEMA Letter of Map Revision <br />Staff has received petitions signed by residents in two neighborhoods, Waters Edge and Birch <br />Tree Ponds, requesting assistance in removing their properties from the floodplain indicated on <br />FEMA's newly revised floodplain maps. Community Development Assistant Dennis Fields <br />explained that while these homes are all clearly elevated above the flood elevation and not in <br />danger of flooding, a portion of each property is located within the FEMA floodplain boundary, <br />and affected residents are required by their lenders to purchase flood insurance. Staff has <br />reviewed the requests and has determined that the City can complete Letter of Map Revision <br />(LOMR) applications to FEMA to remove the land from the floodplain at a much lower cost than <br />if the property owners filed their applications individually. In addition, staff time in responding <br />to these individual requests would be reduced if the City processed the applications on a <br />neighborhood basis. <br />Rubie and John Hanson, 5940 135th Street North, said their insurance cost approximately $2,000 <br />per year, and they have lived there for 14 years and never needed flood insurance. City Engineer <br />Jay Kennedy explained that until now, the maps had not been revised by FEMA since 1982. <br />Haas made motion, Klein seconded, to approve submittal of applications for the LOMR for <br />residents in the Waters Edge and Birch Tree Ponds neighborhoods. <br />All Ayes. Motion carried. <br />Discussion with Mahtomedi Community Education for Funding of Recreational Programming <br />— Pam Klinkhammer, <br />Mahtomedi Community Education requested financial support of their recreation programs in the <br />amount of $6,065. The request is based on the District 832/Area Cities Recreation/Athletics <br />study they conducted. The City of Hugo Parks, Recreation and Open Space Commission <br />discussed the request at their July 14, 2010 meeting. Discussion included fairness to the other <br />three School Districts and the City's contribution of facilities including the Hanifl Fields Athletic <br />Park. The Parks Commission did not recommend contributing to Mahtomedi Community <br />Education out of the Park Fund. Youth Development Coordinator Pam Klinkhammer from the <br />Mahtomedi Community Education Program presented figures from the study and explained to <br />the Council the districts funding sources. Mayor Fran Miron stated he was concerned about the <br />inequity created by not providing the same services to the residents in other school districts. The <br />City has developed park property and facilities, which are available for use by all school <br />districts. No action was taken. <br />National Night Out Reminder <br />Councilmember Tom Weidt reminded the Council that National Night Out is Tuesday, August 3, <br />2010. He was aware of nine neighborhoods that had events scheduled for that evening, and he <br />ask if other council members were attending. Mayor Fran Miron, Council Members Phil Klein <br />and Tom Weidt stated they will be attending National Night Out Events on August 3, 2010. <br />
