Minutes for the Hugo City Council Meeting on September 20, 2010 <br />Page 7 of 8 <br />Community Development Director Bryan Bear explained the first stage of this project would be <br />to identify and prioritize natural resources in the area. City Engineer Jay Kennedy prepared a <br />project scope for creating a GIS -based model that ranks sensitive natural areas and/or wetland <br />complexes that should be conserved and can be used in determining sewer feasibility and guiding <br />development. <br />Council discussed contacting all watershed districts, stakeholders and neighboring municipalities <br />that would benefit from this study. <br />Weidt made motion, Haas seconded, to approve the grant agreement with the DNR and directed <br />staff to identify all the funding sources, and bring it back to Council prior to beginning the <br />project. <br />All Ayes. Motion carried. <br />Discussion on Supreme Court Case Regarding Variances <br />Recently, a Minnesota Supreme Court ruling involving a variance application in the City of <br />Minnetonka interprets the law regarding variances significantly different than most communities, <br />including Hugo. Community Development Director Bryan Bear explained how the <br />interpretation will make it much more difficult for the City of Hugo to approve a variance <br />application. Staff is alerting residents of this ruling as variance application are submitted. No <br />formal action was taken. <br />Yellow Ribbon Network (YRN) Update <br />Councilmember Haas added this item to the agenda to provide an update on the activities of the <br />Yellow Ribbon Network whose goal is to offer support to military service members and their <br />families. Blue Star Moms are in the process of forming a Hugo chapter; fathers are considered <br />auxiliary members. On Wednesday, September 22, 2010, the City of Farmington will host a <br />daylong summit where Governor Tim Pawlenty is scheduled to address the group and welcome <br />15 cities, counties and businesses into the YRN. The next meeting of the Hugo YRN will be on <br />Wednesday, October 20, 2010 at Hugo City Hall. <br />Hugo Lions Boxing on Saturday, September 25, 2010 Tickets Available <br />Hugo Lions Club will be holding a Golden Gloves Boxing Event to be held on Saturday, <br />September 25, 2010. The event will be held at 1:00 p.m. in Lions Park. Tickets are available for <br />purchase at City Hall prior to event for $8.00, and admission on the day of the event is $10.00 <br />Hugo Fire Department Open House on October 2, 2010 <br />Councilmember Haas added this to the agenda to remind Council and residents the Hugo Fire <br />Department will host their annual Fire Prevention Open House on Saturday, October 2, 2010 at <br />11:00 a.m. at the Hugo Fire Hall. This is a community event and free to the public. <br />
