Hugo City Council Meeting Minutes for December 6, 2010 <br />Page 8 of 9 <br />Haas made motion, Weidt seconded, to direct staff to revise the ordinance after addressing the <br />following: <br />Investigate when it is permissible to seize and impound an animal; add a provision to require a <br />reasonable effort be made to contact the owner prior to impounding an animal; clarification that <br />the clinical signs are consistent with rabies, since it cannot be positivity identified unless <br />euthanized; add an exemption for unprovoked attacks in rural areas; make certain sections of the <br />ordinance a petty misdemeanor, not a misdemeanor; make reference to the section in Hugo City <br />Code that refers to Hobby Kennels; expand the definition of potentially dangerous dogs in <br />reference to barking dogs and add an appeal process; and provide statistics on dog licensing. <br />Miron made motion, Weidt seconded, to amend the motion to direct staff to send a copy of the <br />revised draft ordinance to participants of this evening's public hearing and allow them to review <br />and comment on it. <br />Vote on amendment: All Ayes. <br />Motion carried. <br />Vote on original motion as amended: All Ayes. <br />Motion carried. <br />Presentation of 2011 City Budget and Tax Lew - Finance Director Ron Otkin <br />On September 7, 2010, the City Council adopted a preliminary 2010 tax levy of $4,838,778. <br />Based on staff estimates of tax capacity, this levy was intended to keep the urban tax rate at <br />34.274% of tax capacity; however, Washington County has determined that, based on their <br />estimate of tax capacity, the urban tax rate will actually decrease by 0.064%, thus allowing for a <br />decrease in the urban tax rate for the eight consecutive year. Finance Director Ron Otkin <br />provided a final budget and tax levy presentation to the Council. <br />Mayor Miron opened the meeting for public comment, and there was none. The Mayor read an <br />email from Kevin Church, 4869 130th Street North, expressing surprise and gratitude that his <br />property taxes have decreased, and thanking the City for doing its part to keep taxes down for the <br />resident. <br />Haas made motion, Petryk seconded, to approve RESOLUTION 2010-58 APPROVING THE <br />GENERAL FUND BUDGET FOR THE 2011 FISCAL YEAR. <br />Ayes: Weidt, Petryk, Haas, Klein, Miron <br />Nay: None <br />Motion carried. <br />Haas made motion, Weidt seconded, to approve RESOLUTION 2010-59 APPROVING FINAL <br />TAX LEVY PAYABLE IN 2011. <br />Ayes: Petryk, Haas, Klein, Weidt, Miron <br />Nay: None <br />Motion carried. <br />
